You can create and edit agents by using the agent hq screen. This can be opened by clicking on the alert button (example shown below):
The agent hq screen is split into two sections - personal agents and group agents:
A personal agent is an agent created by you, and which only you can use. A group agent is one set up by the system administrator, which several people can subscribe to.
