TO
Reaffirm the sovereignty of the United Kingdom Parliament; and for
connected purposes.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—
1 Sovereignty of Parliament
The sovereignty of the United Kingdom Parliament is hereby reaffirmed.
2 Legal instruments
No Minister of the Crown shall make or implement any legal instrument
5which—
(a) is inconsistent with this Act; or
(b)
increases the functions of the European Union affecting the United
Kingdom
without requiring it to be approved in a referendum of the electorate in the
10United Kingdom.
3 Judicial notice
This Act shall have effect and shall be construed as having effect and deemed
at all times to have had effect by the courts of the United Kingdom
notwithstanding—
(a) 15the European Communities Act 1972;
(b) any rule of international law; and
(c)
any Act of Parliament, whenever enacted, unless in that Act it is
expressly stated that, subject to a referendum under section 4, it is to
have effect without regard to the United Kingdom Parliamentary

4 Royal Assent
No Bill shall be presented to Her Majesty the Queen for her Royal Assent which
contravenes this Act or amends this Act or which purports so to do except and
until the Bill, having been approved by both Houses of Parliament, has also
5been approved in a referendum of the electorate in the United Kingdom
pursuant to an Act of the United Kingdom Parliament.
5 Short title and extent
(1)
This Act may be cited as the United Kingdom Parliamentary Sovereignty Act
2011.
(2) 10This Act extends to England and Wales, Scotland and Northern Ireland.
