TO

Make further provision to limit the size of the legislature by ensuring that the

number of peers entitled to vote in the House of Lords does not exceed the

number of parliamentary constituencies; to introduce a statutory limit on the

number of Ministers, Whips and Parliamentary Private Secretaries in each

House of Parliament; and to set a maximum proportion of Ministers, Whips

and Parliamentary Private Secretaries in the total membership of each House

of Parliament.

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and

consent of the Lords Spiritual and Temporal, and Commons, in this present

Parliament assembled, and by the authority of the same, as follows:—

1 Limit on the number of persons entitled to sit and vote in the House of Lords

Not more than 600 persons shall be entitled to sit and vote in the House of

Lords at any one time.

2 Ministerial offices: House of Commons

5Section 2(1) of the House of Commons Disqualification Act 1975 is amended by

substituting “eighty” for “ninety-five”.

3 Parliamentary Private Secretaries: House of Commons

Not more than 25 persons being the holders of the office of Parliamentary

Private Secretary shall be entitled to sit and vote in the House of Commons at

10any one time.

4 Ministerial offices: House of Lords

Not more than 10% of those persons who are entitled to sit and vote in the

House of Lords at any one time shall be the holders of Ministerial offices

specified in Schedule 2 to the House of Commons Disqualification Act 1975.

5 Parliamentary Private Secretaries: House of Lords

Not more than 3% of those persons who are entitled to sit and vote in the

House of Lords at any one time shall be holders of the office of Parliamentary

Private Secretary.

6 5Short title, commencement and extent

(1) This Act may be cited as the Parliament (Amendment) Act 2011.

(2) This Act comes into force on 1 May 2015.

(3) This Act extends to England and Wales, Scotland and Northern Ireland.
