| | | 13 (1) | The Secretary of State may impose measures additional to those contained in |

| | | (a) | there is a serious terrorist threat; or |
|
| | | (b) | they are necessary for the protection of the public. |
|
| | | (2) | Any measure under paragraph 13(1) can only be imposed if the Secretary of |
|
| | | State is satisfied on the balance of probabilities that the individual is involved |

| | | in terrorism-related activity.’. |
