		currently subject to criminal investigation for a terrorism-related offence.

		necessary and proportionate to ensuring that the suspect in question—
		(a)     surrenders to custody;
		(b)     does not commit an offence while on bail; or

		justice whether in relation to himself or any other person.
		(4)     The Secretary of State may apply to the High Court for a TPIMs notice to be
		granted at any time that he or she is satisfied that Conditions A, B and C are met.
