On Consideration of Lords Reason for insisting on Amendments


 

Lords Reason No. 9B

 

The Deputy Prime Minister

 

To move, That this House insists on its disagreement with the Lords in their Amendments Nos.

 

1, 2 and 9 but proposes the following Amendment to the Bill in lieu of those Amendments:—

 

(a)

 

Page  3,  line  23,  at end insert—

 

‘(4)    

The Prime Minister must make arrangements—

 

(a)    

for a committee to carry out a review of the operation of this Act and, if

 

appropriate in consequence of its findings, to make recommendations for

 

the repeal or amendment of this Act, and

 

(b)    

for the publication of the committee’s findings and recommendations (if

 

any).

 

(5)    

A majority of the members of the committee are to be members of the House of

 

Commons.

 

(6)    

Arrangements under subsection (4)(a) are to be made no earlier than 1 June 2020

 

and no later than 30 November 2020.’.

Fixed-term Parliaments Bill, continued

 
 

Order of the House [13 September 2010]

 

That the following provisions shall apply to the Fixed-term Parliaments Bill:

 

Committal

 

1.    

The Bill shall be committed to a Committee of the whole House.

 

Proceedings in Committee

 

2.    

Proceedings in Committee of the whole House shall be completed in two

 

days.

 

3.    

The proceedings shall be taken in the following order: Clauses 1 to 4; the

 

Schedule; Clause 5; new Clauses; new Schedules; remaining proceedings on

 

the Bill.

 

4.    

The proceedings shall (so far as not previously concluded) be brought to a

 

conclusion at the moment of interruption on the second day.

 

5.    

Standing Order No. 83B (Programming committees) shall not apply to the

 

proceedings on the Bill in Committee of the whole House.

 

Consideration and Third Reading

 

6.    

Proceedings on consideration shall (so far as not previously concluded) be

 

brought to a conclusion one hour before the moment of interruption on the

 

day on which those proceedings are commenced.

 

7.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion at the moment of interruption on that day.

 

8.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings on consideration and Third Reading.

 

Other proceedings

 

9.    

Any other proceedings on the Bill (including any proceedings on

 

consideration of Lords Amendments or on any further messages from the

 

Lords) may be programmed.

 

 

FIXED-TERM PARLIAMENTS BILL (PROGRAMME) (No.3)

 

That the following provisions shall apply to the Fixed-term Parliaments Bill for the

 

purpose of supplementing the Orders of 13 September and 24 November 2010 (Fixed-

 

term Parliaments Bill (Programme) and Fixed-term Parliaments Bill (Programme) (No.2):

 

Consideration of Lords Amendments

 

1.    

Proceedings on consideration of Lords Amendments shall (so far as not

 

previously concluded) be brought to a conclusion two hours after their

 

commencement at today’s sitting.

 

Subsequent stages

 

2.    

Any further Message from the Lords may be considered forthwith without

 

any Question being put.

 

3.    

The proceedings on any further Message from the Lords shall (so far as not

 

previously concluded) be brought to a conclusion one hour after their

 

commencement.
