‘(8)    

The Secretary of State shall appoint a rapporteur who shall report to Parliament

 

annually on the extent of human trafficking as defined in this section and the

 

performance of all those who are responsible for the prevention of trafficking and

 

caring for victims.’.

A person “P” exploited for the purposes of subsection (4) and who is under the

 

age of 19 shall have a legal advocate appointed by the Secretary of State to

 

represent P’s best interests in relation to—

 

(a)    

the prosecution and trial,

 

(b)    

any matters arising out of the prosecution and trial,

 

(c)    

any related immigration, criminal or compensation proceedings which

 

apply to P, and

 

(d)    

any long-term welfare needs which P may have as a result of exploitation

 

as defined in subsection (4).’.
