Annual review of local housing allowance and market rents

To move the following Clause:—

 

‘(1)    

The Secretary of State must undertake a review of the current relationship

 

between the amounts of housing welfare benefits in each local authority area and

 

market rents in the same area during the relevant period.

 

(2)    

The relevant period in subsection (1) shall be each period of 12 months starting

 

on 1 April 2013 and ending on 31 March 2016.

 

(3)    

A review under subsection (1) shall include an analysis of the effect of the levels

 

of housing welfare benefits on the amount of private sector housing which is

 

currently affordable by those in receipt of or entitled to such benefits.

 

(4)    

The Secretary of State must publish a report of the evidence and conclusions of

 

each review undertaken under subsection (1).

 

(5)    

As part of each review undertaken under subsection (1), the Secretary of State

 

shall consider amending the method used to uprate housing welfare benefits if

 

there is shown to be a significant divergence between rent levels in the private

 

rented sector and housing welfare benefits.

 

(6)    

In this section “housing welfare benefits” means “housing benefit in the form of

 

the local housing allowance or (as the case may be) the housing component of

 

universal credit” and “significant divergence” within the meaning of subsection

 

(5) is to be defined in regulations.’.

 


 

Implementation of a living wage

Transfer of assigned welfare expenditure to Welsh Ministers

‘(1)    

The Secretary of State shall publish a report within six months of the passing of

 

this Act on the advantages and disadvantages of transferring responsibility for

 

assigned expenditure on certain benefits in Wales to the Welsh Ministers.

 

(2)    

“Assigned expenditure on certain benefits” means the amount of money paid to

 

residents in Wales in the financial year prior to the introduction of this Act of

 

those benefits listed in Schedule 1 and Schedule 2 to this Act.’.

the consideration he has given to the impact of the CPI rate on the

with the day on which this Act is passed, publish and lay before Parliament a

 

report on the potential to reduce social security expenditure through measures

extend living wages in both public and private sector employment;

 

(b)    

support job creation; and

 

(c)    

reduce underemployment and unemployment.’.

That the following provisions shall apply to the Welfare Benefits Up-rating Bill:

 

Committal

 

1.    

The Bill shall be committed to a Committee of the whole House.

 

Proceedings in Committee, on Consideration and Third Reading

 

2.    

Proceedings in Committee, any proceedings on Consideration and

 

proceedings on Third Reading shall be taken in one day in accordance with

 

the following provisions of this Order.

 

3.    

Proceedings in Committee and any proceedings on Consideration shall (so

 

far as not previously concluded) be brought to a conclusion one hour before

 

the moment of interruption on the day on which proceedings in Committee

 

are commenced.

 

4.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion at the moment of interruption on that day.

 

5.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings in Committee, to any proceedings on Consideration or to

 

proceedings on Third Reading.

 

Other proceedings

 

6.    

Any other proceedings on the Bill (including any proceedings on

 

consideration of Lords Amendments or on any further messages from the
