until an in or out referendum on the UK’s entire membership

 

of the European Union, as defined in the European Union

 

(Referendum) Bill 2013, is held throughout the United

 

Kingdom, or where the treaty also affects Gibraltar,

 

throughout the UK and Gibraltar,

 

(b)    

the referendum has been held, and

 

(c)    

the majority of those voting in the referendum are in favour of

 

continued membership of the European Union.”.’.
