Make provision for restrictions on the residence in the UK of Bulgarian and
Romanian nationals to continue.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—

Regulation of access to the United Kingdom labour market: Bulgarian and
Romanian nationals
Notwithstanding the provisions of the European Communities Acts, or of any
other Act or Order, Regulation or Directive, the United Kingdom shall
5continue to apply the national measures provided for under the provisions of
paragraphs 2-10 of Annexes VI and VII, to the Treaty between the Member
States of the European Union and the Republic of Bulgaria and Romania
concerning their accession to the European Union, until 31 December 2018.
2 Permitted national measures
10For the purposes of Section 1—
(a)
the United Kingdom may continue to apply national measures, or those
resulting from bilateral agreements, regulating access to its labour
market by Bulgarian and Romanian nationals until 31 December 2018;
and
(b)
15Bulgarian and Romanian nationals who are, or who become, eligible to
legally work in a labour market of another European Union Member
State, in the period between accession and the end of the transitional
period as defined in this Act, will continue to be subject to national
measures applied by the United Kingdom until 31 December 2018.
3 20Short title and extent
(1)
This Act may be cited as the Romanian and Bulgarian Accession (Labour
Restriction) Act 2013.
(2) This Act extends to England and Wales, Scotland and Northern Ireland.
