Foreign Nationals (Access to Public Services) Bill (HC Bill 66)




Restrict access by foreign nationals to United Kingdom public services for
which no charge is made.

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—

1 Foreign nationals: access to public services

(1) No foreign national resident in the United Kingdom shall be entitled to access
public services free of charge unless the exceptions or conditions provided for
in subsection (2) are satisfied.

(2) 5The Secretary of State may by order provide for exceptions or conditions to be
made to the provisions of subsection (1).

(3) Any power of the Secretary of State to make an order under this Act is
exercisable by statutory instrument.

(4) A statutory instrument may not be made under the provisions of this Section
10unless a draft of the instrument has been laid before each House of Parliament
and approved by a resolution of each House of Parliament.

2 Short title and commencement

(1) This Act may be cited as the Foreign Nationals (Access to Public Services) Act

(2) 15This Act shall come into force at the end of the period of two months beginning
with the day on which this Act is passed.
