| | | making a complaint, an estimate of the period within which investigations are to |

| | | It shall be a statutory duty of the Health Service Ombudsman to resolve any |

| | | it shall be the duty of the Commissioner to set out the action which is being taken |

| | | to remedy that lack of financial resource”. |
