TO
Require the Secretary of State to draw up and publish an Energy in Buildings
Strategy; to require the Secretary of State to take reasonable steps to
implement that Strategy; to require the Secretary of State to set cost-effective
targets to reduce fuel use; and for connected purposes.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—
1 Energy in Buildings Strategy
(1)
The Secretary of State must within 12 months of the passing of this Act publish
an Energy in Buildings Strategy (“the Strategy”).
(2) The purpose of the Strategy shall be to achieve, or to help to achieve—
(a) 5low carbon buildings;
(b) a reduction in fuel consumption; and
(c) the eradication of fuel poverty.
(3) The Strategy must contain such measures for achieving or promoting—
(a) energy efficiency;
(b) 10on-site generation of energy;
(c) local generation of energy; and
(d) the development of new technologies
as, in the opinion of the Secretary of State, are cost-effective and practicable.
(4) The Secretary of State must—
(a)
15consult such persons as he considers appropriate before publishing the
Strategy;
(b) take all reasonable steps to implement the Strategy; and
(c)
lay an annual report on progress in implementing the Strategy before
both Houses of Parliament.
(5)
20The Secretary of State may amend the Strategy if he considers it is necessary to
do so.

(6)
Subsections (2) to (4) shall apply to any Strategy amended under the provisions
of subsection (5).
2 Targets for annual reduction of fuel use
(1) The Secretary of State shall ensure that annual demand for—
(a) 5electricity is reduced by—
(i) at least 69 TWh from a 2009 baseline by 2020, and
(ii) at least a further 32 TWh from a 2013 baseline by 2030; and
(b) gas is reduced by at least 74 TWh from a 2009 baseline by 2020; and
(c) oil, coal and other fuels by at least 53 TWh from 2009 baseline by 2020.
(2) 10The Secretary of State shall—
(a) publish, and
(b) take all reasonable steps to implement
cost-effective policies to achieve the targets set out in subsection (1).
(3)
If, in the opinion of the Secretary of State, greater reductions than those
15specified in subsection (1)—
(a) can be achieved, and
(b) would further the purposes set out in section 1(2) of this Act
the Secretary of State shall revise the policies published under subsection (2) in
order to achieve these further reductions.
3 20Citation, commencment and extent
(1)
This Act may be cited as the Energy (Buildings and Reduction in Fuel Usage)
Act 2014.
(2) This Act comes into force on the day on which it is passed.
(3) This Act extends to—
(a) 25England, and
(b) subject to the agreement of the Welsh Assembly, Wales.
