| | The Programming Sub-Committee appointed by the Speaker in respect of the Bill |

| | (1) | the Committee shall (in addition to its first meeting at 9.25 am on Tuesday 15 |
|

| | (1) | The Secretary of State shall lay before Parliament each year a report setting out |

| | the costs incurred by the following bodies in fulfilling the requirements of this |
|
| | |
| | (a) | the cultural property protection unit within the Ministry of Defence, |
|
| | |
| | (c) | the Arts and Antiquities Unit of the Metropolitan Police, |
|
| | (d) | UK police authorities, and |
|
| | (e) | any other publicly funded body carrying out functions for the purposes of |
|
| | cultural protection under this Act. |
|
| | (2) | The first report under subsection (1) shall be laid within 12 months of this Act |
|
| | |
| | (3) | Reports laid under this section shall include an account of how bodies specified |
|
| | under subsection (1) communicate and cooperate with each other in protecting |
|
| | cultural property in compliance with this Act.” |
|
| |
| |
| |
| | |
| | To move the following Clause— |
|
| | | “Report on topics for updated Protocol |
|
| | Within 12 months of the passing of this Act, the Secretary of State shall publish |
|
| | a report setting out the UK’s priorities for topics to be included in an updated |
|
| | protocol to the 1954 Hague Convention.” |
|
| |
| |
| |
| | |
| | To move the following Clause— |
|
| | | “Cultural property: duty to provide information |
|
| | (1) | Auctioneers and traders within the United Kingdom shall have a duty to provide |
|
| | buyers and potential buyers of items of cultural property (including antiques, |
|
| | cultural artefacts and artworks) with information to enable buyers and potential |
|
| | buyers to decide whether the item has been unlawfully exported within the |
|
| | meaning of section 17 of this Act. |
|
|
|
| |
| |
|
| | (2) | The Secretary of State may make regulations specifying the nature of the |
|
| | information to be provided under subsection (1). |
|
| | (3) | Regulations under this section— |
|
| | (a) | shall be made by statutory instrument, and |
|
| | (b) | may not be made unless a draft has been laid before and approved by |
|
| | resolution of each House of Parliament.” |

| |
| |
| |
| | |
| | To move the following Clause— |
|
| | | “Safeguarding cultural property |
|
| | At the end of the period of one year following the passing of this Act, the |
|
| | Secretary of State shall lay a report before each House of Parliament on which |
|
| | cultural properties situated within the UK have been listed as protected by this |
|
| | Act, and how the Government has safeguarded them against the foreseeable |
|
| | effect of an armed conflict, in accordance with Article 3 of the Convention.” |

| |
| | |
| | To move the following Clause— |
|
| | | “Cultural Protection Fund |
|
| | At the end of the period of one year following the passing of this Act, and every |
|
| | two years thereafter, the Secretary of State shall lay a report before both Houses |
|
| | of Parliament on the work of the Cultural Protection Fund in supporting the |
|
| | implementation of the Hague Convention for the Protection of Cultural Property |
|
| | in the Event of Armed Conflict of 1954 and the Protocols to that Convention of |
|
| | |
| |
|
|
| |
| |
|
| | Order of the House [31 October 2016] |
|
| | That the following provisions shall apply to the Cultural Property (Armed Conflicts) |
|
| | |
| | |
| | 1. | The Bill shall be committed to a Public Bill Committee. |
|
| | Proceedings in Public Bill Committee |
|
| | 2. | Proceedings in the Public Bill Committee shall (so far as not previously |
|
| | concluded) be brought to a conclusion on Thursday 17 November. |
|
| | 3. | The Public Bill Committee shall have leave to sit twice on the first day on |
|
| | |
| | Consideration and up to and including Third Reading |
|
| | 4. | Proceedings on Consideration and any proceedings in legislative grand |
|
| | committee shall (so far as not previously concluded) be brought to a |
|
| | conclusion one hour before the moment of interruption on the day on which |
|
| | proceedings on Consideration are commenced. |
|
| | 5. | Proceedings on Third Reading shall (so far as not previously concluded) be |
|
| | brought to a conclusion at the moment of interruption on that day. |
|
| | 6. | Standing Order No. 83B (Programming committees) shall not apply to |
|
| | proceedings on Consideration and up to and including Third Reading. |
|
| | |
| | 7. | Any other proceedings on the Bill (including any proceedings on |
|
| | consideration of any message from the Lords) may be programmed. |
