The Secretary of State must consult on and publish the criteria that they will use

 

to determine whether, in their opinion, a motor vehicle is designed or adapted to

 

be capable, in at least some circumstances or situations, of safely driving itself

 

without having to be monitored by an individual.

 

(1B)    

The Secretary of State may not change the criteria without consulting vehicle

 

manufacturers, insurers and other such persons as the Secretary of State considers
