Wild Animals in Circuses Bill

Explanatory Notes

Legal background

5 The use of wild animals in circuses in England is currently regulated through the Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012 (SI 2012 No.2932). These Regulations will expire in January 2020.

6 The Bill contains a consequential amendment to the Dangerous Wild Animals Act 1976. Section 5(2) of this Act exempts circuses from the requirements of the Act. This Bill removes the current exemption from the licensing provisions in that Act for a dangerous wild animal kept in a circus in England. If the prohibition contained in the draft Bill comes into force there should be no dangerous vertebrate animals, as listed in the Dangerous Wild Animals Act 1976, used in circuses in England that would require the exemption.
