“Protecting children’s benefits and tax credits

Any mandatory 1% up-rating stipulated in sections 1(1) and 2(1) shall not apply to child benefit, child tax credit, or any amount of universal credit paid on account of having a child in the household.”

Insert the following new Clause—

“Review by the Social Security Advisory Committee

(1) If inflation reaches 3.2% in the relevant period the Secretary of State must instruct the Social Security Advisory Committee to commence a review of the level of up-rating.

(2) For the purposes of subsection (1), inflation is measured by the Consumer Price Index.

(3) The relevant period for subsection (1) shall be each period of 12 months starting on 1 April 2013 and ending on 31 March 2016.

(4) A review under subsection (1) shall include—

(a) an analysis of the effects of the increase in inflation on the recipients of the benefits outlined in the Schedule, and

(b) recommendations for mitigating those effects.”
