“Overseas titles

4A A person who publishes a title that—

(a) relates to countries outside the United Kingdom, and

(b) only contains United Kingdom news-related material on a subsidiary basis.

Publishers refused membership of regulators

4B A person who has been refused membership of all approved regulators for any reason other than unwillingness or inability to comply with the rules of such regulators.”
