Amend the Environmental Protection Act 1990 with respect to the distribution
of printed matter for events which involve small scale performance of live
music and other entertainment; and for connected purposes.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—
1 Free distribution of printed matter for cultural purposes
(1)
Schedule 3A to the Environmental Protection Act 1990 (as inserted by the
Clean Neighbourhoods and Environment Act 2005) is amended as follows.
(2) After paragraph 1(4)(b) insert—
“(c)
5where the distribution is for the purposes of an event which
consists wholly or mainly of live entertainment and takes
place in the presence of an audience of no more than 600
persons.”
(3) After paragraph 8 insert—
10“Interpretation”
“9 In this Schedule “live entertainment” means any of the following—
(a) a performance of a play,
(b) a performance of music,
(c) a performance of dance,
(d) 15a performance of comedy,
(e) a poetry reading,
(f) a magic show,
(g) a puppet show,
(h) an art exhibition,
(i) 20a film society or club event,

(j)
live entertainment or other cultural social or recreational
events of a similar nature to those falling within paragraphs
(a) to (i) above.”
2 Short title, commencement and extent
(1)
5This Act may be cited as the Cultural and Community Distribution
Deregulation Act 2013.
(2)
This Act shall come into force on such day as the Secretary of State may by
order made by statutory instrument appoint.
(3) This Act extends to England and Wales only.
