Page 2, line 5, at end insert—

“( )     Regulations may provide for circumstances in which a person may opt to
have a year treated as a qualifying year if by aggregating income from two
or more jobs, that person’s earnings are equal to or greater than the lower
earnings level for that year.”

COMMONS DISAGREEMENT AND REASON

The Commons disagree to Lords Amendment No. 1 for the following Reason—

Because it would alter the financial arrangements made by the Commons, and the
Commons do not offer any further Reason, trusting that this Reason may be deemed
sufficient.
