Insert the following new Clause—

Promotional activities by sellers in the high cost consumer credit market

Promotional activities by sellers in the high cost consumer credit market

Whether a lender in the high cost consumer credit market is selling a
service which may only be purchased by a consumer aged 18 years or
more, public communications about that service, including promotional
material and any promotional activities, shall not be targeted at people
below the age of 18.”
