Require the Secretary of State to consider, before providing development
assistance, its likely impact on population dynamics.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—
(1) The International Development Act 2002 is amended as follows.
(2) In section 1 (development assistance), after subsection (1A), insert—
“(1B)
Before providing development assistance under subsection (1), the
5Secretary of State shall consider its likely impact on population
dynamics.
(1C)
For the purposes of subsection (1B), the Secretary of State shall have
regard to the impact of providing development assistance on—
(a) population size;
(b) 10population trends;
(c) population age structure and dependency ratio;
(d) population density;
(e) urban and rural population distribution;
(f) population income structure;
(g) 15internal and external population migration; and
(h) other relevant population variables and dynamics.
(1D)
The Secretary of State shall also have regard to the impact of the factors
set out in subsection (1C)(a) to (h) on the management of existing
development assistance programmes.””
(1) This Act extends to England and Wales, Scotland and Northern Ireland.
(2) This Act comes into force on the day on which it is passed.

This Act may be cited as the International Development (Population
Dynamics) Act 2015.
