PRAYERS.
1Ceredigion Writ,—Ordered, That the Speaker do issue her Warrant to the Clerk of the Crown to make out a New Writ for the electing of a Member to serve in this present Parliament for the County Constituency of Ceredigion in the room of Cynog Glyndwr Dafis Esquire, who since his election for the said County Constituency has accepted the Office of Steward or Bailiff of Her Majesty's Manor of Northstead in the County of York.—(Mr Elfyn Llwyd.)
2City of London (Ward Elections) Bill,—The Order of the day being read, for consideration of the City of London (Ward Elections) Bill, as amended by the Chairman of Ways and Means;
 
        Ordered, That the Bill be considered on Tuesday 18th January.
3Community Finance Tax Credit,—Ordered, That leave be given to bring in a Bill to introduce a tax credit to encourage investment in community finance institutions to enable development of social enterprise in areas of deprivation: And that Mr Tony Colman, Mr Peter Bottomley, Mr Gareth R. Thomas (Harrow West) and Mr Tom Brake do prepare and bring it in.
4Community Finance Tax Credit Bill,—Mr Tony Colman accordingly presented a Bill to introduce a tax credit to encourage investment in community finance institutions to enable development of social enterprise in areas of deprivation: And the same was read the first time; and ordered to be read a second time on Friday 3rd March and to be printed [Bill 44].
5Child Support, Pensions and Social Security Bill,—The Order of the day being read, for the Second Reading of the Child Support, Pensions and Social Security Bill;
 
        And a Motion being made, and the Question being proposed, That the Bill be now read a second time;
 
        An Amendment was proposed to the Question, to leave out from the word 'That' to the end of the Question and add the words 'this House notes that the Child Support, Pensions and Social Security Bill will make the social security system yet more complicated; regrets that the child support formula will reduce the entitlement to child maintenance of many parents with care; believes that the transitional period risks causing further resentment amongst people caught between two child support regimes; deplores the complexity of the Government's proposals for the state second pension; believes that the lower earnings threshold will act as a barrier to people moving into private provision; regrets that important features of the state second pension are being left for later regulation; and accordingly declines to give the Bill a Second Reading because it represents a missed opportunity on the part of the Government to reform social security', instead thereof.—(Mr David Willetts.)
 
        And the Question being put, That the Amendment be made;

6Child Support, Pensions and Social Security Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Child Support, Pensions and Social Security Bill [Money];
 
        A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Child Support, Pensions and Social Security Bill, it is expedient to authorise—
 
        (1) the payment out of money provided by Parliament of—
 
          (a) any expenditure incurred by the Secretary of State for or in connection with the carrying out of his functions under the Act; and
 
          (b) any increase attributable to the Act in the sums which are payable out of money so provided under any other Act; and
 
        (2) the payment of sums into the Consolidated Fund.—(Mr Graham Allen):—It was agreed to.
7Adjournment,—Resolved, That this House do now adjourn.—(Mr Graham Allen.)
