        Ordered, That the Bill be read a second time on Thursday 10th February.
4Comhairle nan Eilean Siar (Eriskay Causeway) Order Confirmation Bill,—The Comhairle nan Eilean Siar (Eriskay Causeway) Order Confirmation Bill was read the third time, and passed.
5Fourth Standing Committee on Delegated Legislation,—Mr Jim Cunningham reported from the Fourth Standing Committee on Delegated Legislation the draft Competition Act 1998 (Land and Vertical Agreements Exclusion) Order 2000 and the draft Competition Act 1998 (Determination of Turnover for Penalties) Order 2000.

7Message from the Lords,—A Message was brought from the Lords, as follows:
 
        Nuclear Safeguards Bill [Lords],—The Lords have passed a Bill to enable effect to be given to the protocol signed at Vienna on 22nd September 1998 additional to the agreement for the application of safeguards in the United Kingdom in connection with the Treaty on the Non-Proliferation of Nuclear Weapons; to allow effect to be given to that agreement in certain territories outside the United Kingdom; and for connected purposes; to which the Lords desire the concurrence of this House.
 
        Race Relations (Amendment) Bill [Lords],—The Lords have passed a Bill to extend further the application of the Race Relations Act 1976 to the police and other public authorities; to amend the exception under that Act for acts done for the purpose of safeguarding national security; and for connected purposes; to which the Lords desire the concurrence of this House.
8Nuclear Safeguards Bill [Lords],—The Nuclear Safeguards Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 59].
 
        Ordered, That the Explanatory Notes relating to the Nuclear Safeguards Bill [Lords] be printed [Bill 59-EN].
9Race Relations (Amendment) Bill [Lords],—The Race Relations (Amendment) Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 60].
 
        Ordered, That the Explanatory Notes relating to the Race Relations (Amendment) Bill [Lords] be printed [Bill 60-EN].
10Licensing (Young Persons) Bill,—Ordered, That the Explanatory Notes relating to the Licensing (Young Persons) Bill be printed [Bill 14-EN].
11Health and Safety at Work (Offences) Bill,—Ordered, That the Explanatory Notes relating to the Health and Safety at Work (Offences) Bill be printed [Bill 26-EN].
12Royal Parks (Trading) Bill,—Mr Secretary Smith, supported by the Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Mr Secretary Straw, Mr Secretary Blunkett and Mr Alan Howarth, presented a Bill to make provision about certain offences under section 2 of the Parks Regulation (Amendment) Act 1926; And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 58].
 
        Ordered, That the Explanatory Notes relating to the Royal Parks (Trading) Bill be printed [Bill 58-EN].
13Police,—A Motion was made, and the Question being proposed, That the Police Grant Report (England and Wales) 2000-01 (House of Commons Paper No. 169), which was laid before this House on 27th January, be approved—(Mr Charles Clarke);
 
        And it being Four o'clock, the Deputy Speaker put the Question, pursuant to Order [28th January].
