PRAYERS.
1Government Powers (Limitations) Bill,—The Order of the day being read, for the second reading of the Government Powers (Limitations) Bill;
 
        Mr Secretary Smith acquainted the House, That he had it in Command from the Queen to acquaint the House that Her Majesty, having been informed of the purport of the Bill, had consented to place Her prerogative, so far as it is affected by the Bill, at the disposal of Parliament for the purposes of the Bill.
 
        And a Motion being made, That the Bill be now read a second time;
 
        Mr Andrew Dismore moved That the House sit in private.
 
        The Speaker put the Question forthwith, pursuant to Standing Order No. 163 (Motions to sit in private).
 
        The House divided.
 
          Tellers for the Ayes, Mr Andrew Dismore, Mr Ian Stewart: 0.
 
          Tellers for the Noes, Mr Tom Levitt, Mrs Helen Brinton: 30.
 
        And it appearing on the report of the Division that fewer than forty Members had taken part in the Division, the Speaker declared that the Question was not decided, and the business under consideration stood over until the next sitting of the House.
2Wild Mammals (Hunting with Dogs) Bill,—The Order of the day being read, for the Second Reading of the Wild Mammals (Hunting with Dogs) Bill;
 
        And a Motion being made, and the Question being proposed, That the Bill be now read a second time;
 
        Mr Ken Livingstone rose in his place and claimed to move, That the Question be now put.
 
        And the Question being put, That the Question be now put;
 
        The House divided.

          Tellers for the Noes, Mr James Gray, Mr David Maclean: 0.
 
        Whereupon the Deputy Speaker declared that the Question was not decided in the Affirmative because it was not supported by the majority prescribed by Standing Order No. 37 (Majority for closure or for proposal of Question).
 
        And it being half-past Two o'clock, the Debate stood adjourned.
