2 Queen gives leave to the House to choose new Speaker,—The Prime Minister acquainted the House that Her Majesty, having been informed of the resignation of the Right honourable Miss Betty Boothroyd, lately Speaker of this House, gives leave to the House to proceed forthwith to the choice of a new Speaker.
Mr Peter Snape proposed to the House for its Speaker Mr Michael J. Martin, and moved, That Mr Michael J. Martin do take the Chair of this House as Speaker, which Motion was seconded by Ann Keen.
And the Question being proposed, That Mr Michael J. Martin do take the Chair of this House as Speaker;
Mr Michael J. Martin then stood up in his place, and expressed the sense he had of the honour proposed to be conferred upon him, and submitted himself to the House.

Martin was taken out of his place and conducted to the Chair by Mr Peter Snape and Ann Keen, and, standing on the upper step, he expressed his respectful and humble acknowledgement to the House of the great honour the House had been pleased to confer upon him, and sat down in the Chair.
Then the Mace (which before lay under the Table) was placed upon the Table.
Whereupon the Prime Minister, Mr William Hague, Mr Charles Kennedy, Mr Alex Salmond, Sir Alan Haselhurst, Mr Tony Benn, Mr Dennis Canavan, Mr Simon Hughes and Caroline Flint congratulated the Speaker Elect; and the Prime Minister signified the pleasure of Her Majesty that the House should present its Speaker this day at a quarter past Eleven o’clock in the House of Peers, for Her Majesty’s Royal Approbation.
3 Message to attend the Lords Commissioners,—A Message was received from the Lords Commissioners, by the Gentleman Usher of the Black Rod:

The Lords, authorised by virtue of Her Majesty’s Commission, desire the immediate attendance of this Honourable House in the House of Peers.
4 Accordingly the Speaker Elect, with the House, went up to the House of Peers, where he was presented to the said Lords Commissioners for Her Majesty’s Royal Approbation.
Then the Lord Chancellor, one of the said Lords Commissioners, signified Her Majesty’s Approbation of the Speaker Elect.
5 The House having returned;
6 The Speaker reported, That the House had been in the House of Peers, where Her Majesty was pleased by Her Majesty’s Commissioners to approve the choice the House had made of him to be its Speaker.
And then the Speaker repeated his very respectful acknowledgements and grateful thanks to the House for the great honour it had conferred upon him, and renewed the assurance of his entire devotion to the service of the House.
7 Madam Speaker Boothroyd’s Retirement,—Resolved, nemine contradicente, That an humble Address be presented to Her Majesty, praying Her Majesty that she will be most graciously pleased to confer some signal mark of Her Royal favour upon the Right honourable Miss Betty Boothroyd for her eminent services during the important period in which she presided with such distinguished ability and dignity in the Chair of this House; and assuring Her Majesty that whatever expense Her Majesty shall think fit to be incurred upon that account this House will make good the same.—(Margaret Beckett.)
