PRAYERS.

1    City of Newcastle upon Tyne Bill [Lords],-The Order of the day being read, for the Third Reading of the City of Newcastle upon Tyne Bill [Lords];

    Ordered, That the Bill be read the third time on Tuesday 21st November.

2    Alliance & Leicester Group Treasury plc (Transfer) Bill [Lords],-The Order of the day being read, for the Second Reading of the Alliance & Leicester Group Treasury plc (Transfer) Bill [Lords];

    Ordered, That the Bill be read a second time on Tuesday 21st November.

3     Message from the Lords,-A Message was brought from the Lords, as follows:

    The Lords have agreed to the Licensing (Young Persons) Bill without Amendment.

4    Parliamentary Oath (Amendment),-A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to amend the parliamentary oath; and for connected purposes-(Mr Kevin McNamara);

    And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nomination of select committees at commencement of public business).

    The House divided.

      Tellers for the Ayes, Mr John McDonnell, Mr Paul Flynn: 129.

      Tellers for the Noes, Mr Eric Forth, Mr Gerald Howarth: 148.

    So the Question was negatived.

5    Criminal Justice and Court Services Bill,-The House, according to Order, proceeded to consider the Lords Amendments to the Criminal Justice and Court Services Bill.

    Lords Amendments Nos. 1 to 13 were agreed to.

    Lords Amendments Nos. 14 and 15 were disagreed to.

    Lords Amendments Nos. 16 to 24 were agreed to.

    Lords Amendment No. 25.

    A Motion was made, and the Question being put, That this House disagrees with the Lords in the said Amendment-(Mr Secretary Straw);

    The House divided.

      Tellers for the Ayes, Mr Kevin Hughes, Mr Graham Allen: 345.

    So the Question was agreed to.

    The Lords Amendment was accordingly disagreed to.

    Lords Amendment No. 100.

    An Amendment ((b)) was proposed to the Lords Amendment, in line 4, at the end, to insert the words-

    '(db) the sentence is for any of the following offences-

(i) an offence under section 89 of the Police Act 1996 (assaulting, obstructing or resisting a constable); (ii) an offence under section 38 of the Offences Against the Person Act 1861 (assault with intent to resist arrest); (iii) an offence under section 18, section 20, or section 47 of the Offences Against the Person Act 1861 (wounding, causing grievous bodily harm and causing actual bodily harm) committed against a constable in the execution of his duty.'.-(Miss Ann Widdecombe.)

    A Motion was made, and the Question being proposed, That the Amendment be made;

8    Social Security,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Jobseeker's Allowance (Joint Claims: Consequential Amendments) Regulations 2000, which were laid before this House on 28th July, be approved-(Mr Clive Betts):-It was agreed to.

9    Social Security,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Social Security (New Deal Pilot) Regulations 2000, which were laid before this House on 30th October, be approved-(Mr Clive Betts):-It was agreed to.

10    Criminal Justice and Court Services Bill,-Mr Paul Boateng reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Criminal Justice and Court Services Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 14 for the following Reason:-

      Because the Commons believe that it is necessary to make clear the circumstances in which accommodation may be provided in approved premises under the arrangements in question.

    The Commons disagree to Lords Amendment No. 15 for the following Reason:-

      Because the Commons do not believe that it is appropriate to restrict in the manner proposed the category of person for whom the service in question may be provided under arrangements made by local probation boards.

    The Commons disagree to Lords Amendment No. 25 for the following Reason:-

      Because the Commons believe that it is unnecessary to impose the proposed restriction on the power to give directions.

    The Commons disagree to Lords Amendments Nos. 39, 45, 46, 48, 49 and 121 to 124 for the following Reason:-

      Because the Commons believe that the changes proposed to be made in connection with a chief officer of a local probation board are not appropriate.

    The Commons disagree to Lords Amendments No. 41 to 43 for the following Reason:-

      Because the Commons believe that it is not appropriate for local probation boards to hold land.

    The Commons disagree to Lords Amendments Nos. 135 and 138 for the following Reason:-

      Because the Commons believe that it is not appropriate for local probation boards to hold land and it is not necessary to confer on them the proposed power to manage.

    The Commons disagree to Lords Amendment No. 137 for the following Reason:-

      Because the Commons believe that it is not necessary to confer on local probation boards the proposed power to manage.

    The Commons disagree to Lords Amendments Nos. 246 and 248 for the following Reason:-

      Because the Amendments are not necessary in consequence of the Amendments made by this House to the words restored to the Bill by the disagreement of this House with Lords Amendments Nos. 79 and 80.

    The Reasons were agreed to.
