PRAYERS.

1    Children's Commissioner for Wales Bill,-Mr Bowen Wells reported from Standing Committee F, That it had gone through the Children's Commissioner for Wales Bill, and directed him to report the same, without Amendment.

    Bill, not amended in the Standing Committee, to be considered to-morrow.

    Minutes of Proceedings of the Committee to be printed [No. 214].

2    Social Security Contributions (Share Options) Bill,-Mr Joe Benton reported from Standing Committee G, That it had gone through the Social Security Contributions (Share Options) Bill, and made Amendments thereunto.

    Bill, as amended in the Standing Committee, to be considered to-morrow and to be printed [Bill 36].

    Minutes of Proceedings of the Committee to be printed [No. 211].

3    Second Standing Committee on Delegated Legislation,-Dr Michael Clark reported from the Second Standing Committee on Delegated Legislation the draft Companies (EU Political Expenditure) Exemption Order 2001.

    Minutes of Proceedings of the Committee to lie upon the Table.

4    Royal Liverpool Children's Inquiry Report,-Ordered, That an Humble Address be presented to Her Majesty, That she will be graciously pleased to give directions that there will be laid before this House a Return of a report, summary and conclusions, evidence and supporting papers of the independent confidential Inquiry established under section 2 of the National Health Service Act 1977 to investigate the removal, retention and disposal of human tissues following post mortem at Alder Hey Hospital (the Royal Liverpool Children's NHS Trust) and to make recommendations.-(Mrs Anne McGuire.)

5     Northern Ireland Grand Committee,-A Motion was made, and the Question being put forthwith pursuant to Standing Orders Nos. 114 and 116,That-

    1. The matter of human rights and equality in Northern Ireland, being a matter relating exclusively to Northern Ireland, be referred to the Northern Ireland Grand Committee;

    2. The Committee shall meet at Westminster on Thursday 8th February at 2.30 p.m.; and

    3. At that meeting-

      (a) the Committee shall take questions for oral answer; and shall then consider the matter of human rights and equality in Northern Ireland, referred to it under paragraph (1) above;

      (b) the Chairman shall interrupt proceedings at 5 p.m.; and

      (c) at the conclusion of those proceedings a Motion for the adjournment of the Committee may be moved by a Minister of the Crown pursuant to Standing Order No. 116(5) (Northern Ireland Grand Committee (sittings)) -( Mr Greg Pope):-It was agreed to.

6    Licensed Victualling (Regulation of Hours),-A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to permit licensing authorities to regulate the sale of alcohol from licensed premises after 11 o'clock at night in prescribed circumstances, in prescribed locations and on prescribed days-(Dr Howard Stoate);

    And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Deputy Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nomination of select committees at commencement of public business);- It was agreed to.

    Ordered,-That Dr Howard Stoate, Mr Gordon Marsden, Dr Phyllis Starkey, Ms Karen Buck, Mrs Diana Organ and Mr Desmond Turner do prepare and bring in the Bill.

7    Licensed Victualling (Regulation of Hours) Bill,-Dr Howard Stoate accordingly presented a Bill to permit licensing authorities to regulate the sale of alcohol from licensed premises after 11 o'clock at night in prescribed circumstances, in prescribed locations and on prescribed days: And the same was read the first time; and ordered to be read a second time on Friday 16th March and to be printed [Bill 35].

8    Vehicles (Crime) Bill (Programme) (No. 2),-A Motion was made, and the Question being proposed, That the following provisions shall apply to the Vehicles (Crime) Bill for the purpose of supplementing the Order of 18th December 2000:

Consideration and Third Reading

    1. Proceedings on Consideration and Third Reading shall be completed at today's sitting.

    2. Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion at half past Eight o'clock.

    3. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at Ten o'clock.

    4. Sessional Order B (Programming Committees) made by the House on 7th November 2000 shall not apply to proceedings on Consideration and Third Reading.

Consideration of Lords Amendments and further messages from the Lords

    5. Paragraphs (6) and (7) of Sessional Order A (varying and supplementing programme motions) made by the House on 7th November 2000 shall not apply to proceedings on any programme motion to supplement this order or to vary it in relation to-

      (a) proceedings on Consideration of Lords Amendments; or

      (b) proceedings on any further messages from the Lords,

    and the question on any such motion shall be put forthwith-( Mr Charles Clarke);

    And it being three quarters of an hour after the commencement of proceedings on the Motion, Mr Deputy Speaker put the Question, pursuant to Order [7th November].

9    Vehicles (Crime) Bill,-The House, according to Order, proceeded to consider the Vehicles (Crime) Bill, not amended in the Standing Committee.

    A Clause (Offence of making false statements)-(Mr Keith Hill)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Unified power for Secretary of State to fund speed cameras etc)-(Mr Keith Hill)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Identifying marks on vehicles)-(Mr David Chidgey)-brought up and read the first time.

    Question proposed, That the Clause be read a second time:--Clause, by leave, withdrawn.

    Another Clause (Inspection of premises: Part II)-(Mr John Bercow)-brought up and read the first time.

    Motion made and question proposed, That the Clause be read a second time;

    And it being half past eight o'clock, the Deputy Speaker put the Question already proposed from the chair, pursuant to Order [7th November and this day].

    Question put, That the Clause be read a second time.

    Title accordingly amended, as follows:

    A Bill to regulate motor salvage operators and registration plate suppliers; to make further provision for preventing or detecting vehicle crime; to enable the Secretary of State to make payments in respect of certain expenditure relating to vehicle crime; and for connected purposes.

    A Motion was made, and the Question being proposed, That the Bill be now read the third time;

    And it being Ten o'clock, the Speaker put the Question, pursuant to Order [this day]:-It was agreed to.

    The Bill was accordingly read the third time, and passed.

10    Northern Ireland,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Local Elections (Northern Ireland)(Amendment) Order 2001, which was laid before this House on 18th January, be approved-(Mr Jim Dowd):-It was agreed to.

11    Administration Committee,-Ordered, That Mr Stephen Hepburn be discharged from the Administration Committee and Caroline Flint be added to the Committee.-(Mr John McWilliam, on behalf of the Committee of Selection.)

12    Adjournment,-A Motion was made, and the Question being proposed, That this House do now adjourn-(Mr Jim Dowd);
