PRAYERS.

1    Standing Committee on Regional Affairs,-Mr John McWilliam reported from the Standing Committee on Regional Affairs, That it had considered the matter of raising the economic performance of the regions and tackling regional imbalances, referred to it on 2nd May.

2    Message from the Lords,-A Message was brought from the Lords, as follows:

    The Lords have agreed to the Finance Bill, without Amendment.

    The Lords have agreed to the Consolidated Fund (Appropriation) Bill, without Amendment.

    The Lords have agreed to the Rating (Former Agricultural Premises and Rural Shops) Bill, without Amendment.

    The Lords have agreed to the Armed Forces Bill, with Amendments; to which the Lords desire the concurrence of this House.

    The Lords have agreed to the Social Security Contributions (Share Options) Bill, with Amendments; to which the Lords desire the concurrence of this House.

3    Armed Forces Bill,-Lords Amendments to the Armed Forces Bill to be considered to-morrow and to be printed [Bill 101].

4    Social Security Contributions (Share Options) Bill,-Lords Amendments to the Social Security Contributions (Share Options) Bill to be considered to-morrow and to be printed [Bill 102].

5    Scottish Grand Committee,-Ordered, that the Minutes of Proceedings of the Scottish Grand Committee be printed [No. 528].

6    Northern Ireland Grand Committee,-Ordered, That the Minutes of Proceedings of the Northern Ireland Grand Committee be printed [No. 529].

7    Standing Committee on Regional Affairs,-Ordered, that the Minutes of Proceedings of the Standing Committee on Regional Affairs be printed [No. 530].

8    European Standing Committee A,-Ordered, That the Minutes of Proceedings of European Standing Committee A be printed [No. 525].

9    European Standing Committee B,-Ordered, That the Minutes of Proceedings of European Standing Committee B be printed [No. 526].

10    European Standing Committee C,-Ordered, That the Minutes of Proceedings of European Standing Committee C be printed [No. 527].

11    Health and Social Care Bill (Programme) (No. 3),-A Motion was made, and the Question being put forthwith, pursuant to Order [7th November 2000 and 14th February], That the following provisions shall apply to the Health and Social Care Bill for the purpose of supplementing the Orders of 10th January and 14th February:

Lords Amendments

    1. (1) Proceedings on Consideration of Lords Amendments to the Bill shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement.

    (2) The Lords Amendments shall be considered in the following order-

    Nos. 6 to 17, 60 to 66, 1 to 5, 18 to 59 and 67 to 87.

Subsequent stages

    2. (1) Any further Message from the Lords on the Bill shall be considered forthwith without any Question being put.

    (2) The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement-(Mr Graham Allen):-It was agreed to.

12    Health and Social Care Bill,-The House, according to order, proceeded to consider the Lords Amendments to the Health and Social Care Bill.

    Lords Amendment No. 6.

    A Motion was made, and the Question being proposed, That this House disagrees with the Lords in their Amendment-(Mr John Denham);

    And it being one hour after the commencement of proceedings on consideration of the Lords Amendments, the Deputy Speaker put the Question already proposed from the Chair, pursuant to Order [7th November 2000 and this day].

    The Lords Amendment was disagreed to.

    The Deputy Speaker then put forthwith the Question on any motion made by a Minister of the Crown that this House disagrees with the Lords in a Lords Amendment.

    Lords Amendments Nos. 9 to 15, 62, 73, 74, 82 and 83 were disagreed to.

    The Deputy Speaker then put forthwith the Question that this House agrees with the Lords in all the remaining Lords Amendments.

    Lords Amendments Nos. 1 to 5, 7, 8, 16 to 61, 63 to 72, 75 to 81 and 84 to 87 were agreed to, the Commons being willing to waive their privileges in respect of Lords Amendment No. 66.

    The Deputy Speaker then put forthwith the Question on any Amendments moved by a Minister of the Crown relevant to Lords Amendments.

    Amendments Nos. 1 to 9, consequential on Lords Amendments Nos. 7, 8 and 60, made to the Bill.

    Ordered, That a Committee be appointed to draw up reasons to be assigned to the Lords for disagreeing to their Amendments Nos. 6, 9 to 15, 62, 73, 74, 82 and 83.

    That Mr John Denham, Maria Eagle, Mr Philip Hammond, Mr David Jamieson and Mr Peter Luff be members of the Committee.

    That Mr John Denham be the Chairman of the Committee.

    That three be the Quorum of the Committee.

    That the Committee do withdraw immediately.-(Mr David Jamieson.)

13    Health and Social Care Bill,-Mr John Denham reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Health and Social Care Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 6 for the following Reason:-

      Because it is inappropriate for Community Health Councils to be reformed in the way proposed by the Lords.

    The Commons disagree to Lords Amendments Nos. 9 to 14, 82 and 83 for the following Reason:-

      Because they are inappropriate in consequence of the Commons disagreeing to Lords Amendment No. 6 and agreeing to Lords Amendments Nos. 7 and 8.

    The Commons disagree to Lords Amendment No. 15 for the following Reason:-

      Because it would involve a charge on public funds, and the Commons do not offer any further Reason trusting this Reason may be deemed sufficient.

    The Commons disagree to Lords Amendments Nos. 62, 73 and 74 for the following Reason:-

      Because they relate to provisions left out of the Bill by the Lords.

    The Reasons were agreed to.

    Message to the Lords to communicate the said Reasons with the Bill and Amendments.

14    Criminal Justice and Police Bill (Programme) (No. 2),-A Motion was made, and the Question being put forthwith, pursuant to Order [7th November 2000 and 29th January], That the following provisions shall apply to the Criminal Justice and Police Bill for the purpose of supplementing the Order of 29th January:

Consideration of Lords Amendments

    1. Proceedings on Consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement.

Subsequent stages

    2. (1) Any further Message from the Lords on the Bill shall be considered forthwith without any Question being put.

15    Criminal Justice and Police Bill,-The House, according to Order, proceeded to consider the Lords Amendments to the Criminal Justice and Police Bill.

    Lords Amendments Nos. 1 to 24 were agreed to.

    Lords Amendment No. 25.

    A Motion was made, and the Question being proposed, That this House agrees with the Lords in the said Amendment;

    And it being one hour after the commencement of proceedings on consideration of the Lords Amendments, the Deputy Speaker put the Question already proposed from the Chair, pursuant to Order [7th November 2000 and this day].

    The Lords Amendment was agreed to, the Commons being willing to waive their privileges.

    The Deputy Speaker then put forthwith the Question that this House agrees with the Lords in all the remaining Lords Amendments.

16    International Criminal Court Bill [Lords] (Programme) (No. 2),-A Motion was made, and the Question being proposed, That the Order of 3rd April 2001 (International Criminal Court Bill [Lords] (Programme)) shall be varied as follows:-

Consideration and Third Reading

    1. Paragraphs 4 and 5 of the Order shall be omitted.

    2. Proceedings on consideration and Third Reading shall be completed at today's sitting and shall (so far as not previously concluded) be brought to a conclusion three hours after the commencement of proceedings on the motion for this Order-(Mr John Battle);

    And it being three quarters of an hour after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Order [7th November 2000].

    The House divided.

    A Clause (Amendments of the ICC Statute)-(Mr Crispin Blunt)-brought up and read the first time.

    Question proposed, That the Clause be read a second time:-Clause, by leave, withdrawn.

    Another Clause (Jurisdiction of the court)-(Mr Francis Maude)-brought up and read the first time.

    Question proposed, That the Clause be read a second time;

    And it being three hours after the commencement of proceedings on the motion for the International Criminal Court Bill [Lords] (Programme) (No. 2) Order, the Deputy Speaker put the Question already proposed from the Chair, pursuant to Order [7th November 2000 and this day].

    Question put and negatived.

    The Deputy Speaker then put the remaining Question necessary for the disposal of the business to be concluded at that hour.

    Question put, That the Bill be now read the third time.

    The House divided.

    The Lords do not insist on certain of their Amendments to the Health and Social Care Bill to which this House has disagreed; and they agree, without Amendment, to the consequential Amendments made by this House to the Bill.

19    Public Petitions,-A Public Petition from Jean May Taylor and Graham Collins against the closure of the Plaxton bus and coach factory was presented and read; and ordered to lie upon the Table and to be printed.

20    Adjournment,-Resolved, That this House do now adjourn.-(Jim Dowd.)
