PRAYERS.

1    Fifth Standing Committee on Delegated Legislation,-Mr John Butterfill reported from the Fifth Standing Committee on Delegated Legislation the draft Potato Industry Development Council (Amendment) Order 2002.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Local Government Bill,-Mr Secretary Prescott, supported by the Prime Minister, Mr Chancellor of the Exchequer, Mr Secretary Blunkett, Secretary Margaret Beckett, Mr Secretary Darling, Mr Secretary Milburn, Ms Secretary Hewitt, Mr Paul Boateng, Secretary Peter Hain, Mr Nick Raynsford and Mr Christopher Leslie, presented a Bill to make provision about finance, and other provision, in connection with local and certain other authorities; to provide for changing the dates of local elections in 2004; to amend the Audit Commission Act 1998; and for connected purposes: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 9].

    Ordered, That the Explanatory Notes relating to the Local Government Bill be printed [Bill 9-EN].

3    UN Security Council Resolution 1441,-A Motion was made, and the Question being proposed, That this House supports UNSCR 1441 as unanimously adopted by the UN Security Council; agrees that the Government of Iraq must comply fully with all provisions of the Resolution; and agrees that, if it fails to do so, the Security Council should meet in order to consider the situation and the need for full compliance-(Mr Secretary Straw);

    An Amendment ((e)) was proposed to the Question, in line 5, at the end, to add the words 'and believes that any decision that Iraq is in material breach of Resolution 1441 is for the UN Security Council as a whole to determine and that no military action to enforce Resolution 1441 should be taken against Iraq without a mandate from the UN Security Council; and further believes that no British forces should be committed to any such military action against Iraq without a debate in this House and a substantive motion in favour', instead thereof.-(Mr Michael Moore.)

    And the Question being proposed, That the Amendment be made;

    Mr Andrew Stunell rose in his place and claimed to move, That the Question be now put.

    And the Question being put, That the Question be now put:-It was agreed to.

    And the Question being accordingly put, That the Amendment be made;

    So the Question was negatived.

    And the Main Question being put;

4    Northern Ireland,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Northern Ireland Act 1998 (Designation of Public Authorities) Order 2002, which was laid before this House on 24th October, in the last Session of Parliament, be approved-(Derek Twigg):-It was agreed to.

5    Customs and Excise,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Excise Duties (Personal Reliefs) (Revocation) Order 2002 (S.I., 2002, No. 2691), dated 28th October, a copy of which was laid before this House on 29th October, in the last Session of Parliament, be approved-(Derek Twigg):-It was agreed to.

6    Prisons,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Release of Short-Term Prisoners on Licence (Amendment of Requisite Period) Order 2002, which was laid before this House on 29th October, in the last Session of Parliament, be approved-(Derek Twigg):-It was agreed to.

7    Regulatory Reform,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 18 (Consideration of draft regulatory reform orders), That the draft Regulatory Reform (Removal of 20 Member Limit in Partnerships etc.) Order 2002, which was laid before this House on 24th October, in the last Session of Parliament, be approved-(Derek Twigg):-It was agreed to.

8    Enlargement and Reports on Progress by Applicant Countries,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union document No. 12839/02, the Commission Strategy Paper and Report on progress towards accession by each of the candidate countries with Addenda 1 to 13, the 2002 Regular Reports on progress by individual candidate countries; welcomes the Government's continuing commitment to European Union enlargement; and supports the Government's aim that the European Union complete negotiations with 10 candidates by the end of this year, so that they can participate in the European Parliament elections in 2004 as Member States-(Derek Twigg):-It was agreed to.
