5    Eleventh Standing Committee on Delegated Legislation,-Mr Bill Olner reported from the Eleventh Standing Committee on Delegated Legislation the draft Climate Change Levy (Combined Heat and Power Stations) Prescribed Conditions and Efficiency Percentages (Amendment) Regulations 2003.

6    Fourteenth Standing Committee on Delegated Legislation,-Mr Joe Benton reported from the Fourteenth Standing Committee on Delegated Legislation the draft Criminal Justice and Police Act 2001 (Powers of Seizure) Order 2003.

7    Fifteenth Standing Committee on Delegated Legislation,-Mr Mike Hancock reported from the Fifteenth Standing Committee on Delegated Legislation the Local Government Finance (England) Special Grant Report (No. 115) (House of Commons Paper No. 449) on Special Grants for Local Authorities.

8    Royal Assent,-The Speaker notified the House, in accordance with the Royal Assent Act 1967, That Her Majesty had signified her Royal Assent to the following Acts, agreed upon by both Houses:

      Consolidated Fund Act 2003

      Northern Ireland Assembly Elections Act 2003.

9    Waste and Emissions Trading Bill [Lords],-The Waste and Emissions Trading Bill [Lords] was, according to Order, read a second time.

10    Waste and Emissions Trading Bill [Lords] (Programme),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the Waste and Emissions Trading Bill [Lords]-

    Committal

    1. The Bill shall be committed to a Standing Committee.

    Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 29th April 2003.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

    Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6. Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

    Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed-(Charlotte Atkins):-It was agreed to.

11    Waste and Emissions Trading Bill [Lords] [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Waste and Emissions Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Waste and Emissions Trading Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of-

    (a) any expenditure incurred by the Secretary of State in consequence of the Act, and

    (b) any increase attributable to the Act in the sums payable under any other Act out of money so provided-(Charlotte Atkins):-It was agreed to.

12    Waste and Emissions Trading Bill [Lords] [Ways and Means],-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Waste and Emissions Trading Bill [Lords], it is expedient to authorise the levying of fees and charges under regulations made under the Act-(Charlotte Atkins):-It was agreed to.

13    Adjournment,-A Motion was made, and the Question being proposed, That this House do now adjourn-(Charlotte Atkins);

    And the Motion having been made at Six o'clock, and the Debate having continued for half an hour, the Deputy Speaker adjourned the House, without Question put, pursuant to the Standing Order, till to-morrow.
