1    Transas Group Bill,-The Order of the day being read, for the Second Reading of the Transas Group Bill;

    Ordered, That the Bill be read a second time on Wednesday 14th May.

2    Regulatory Reform,-Mr Peter Pike reported from the Regulatory Reform Committee the following Resolution:

    That the draft Regulatory Reform (British Waterways Board) Order 2003, which was laid before this House on 28th April, should be approved.

    The Committee came to this Resolution without a Division.

3    Human Fertilisation and Embryology (Deceased Fathers) Bill,-Derek Conway reported from Standing Committee E, That it had gone through the Human Fertilisation and Embryology (Deceased Fathers) Bill, and made Amendments thereunto.

    Bill, as amended in the Standing Committee, to be considered on Friday 13th June; and to be printed [Bill 103].

    Minutes of Proceedings of the Committee to be printed [No. 683].

4    High Hedges (No. 2) Bill,-Mr Peter Atkinson reported from Standing Committee F, That it had gone through the High Hedges (No. 2) Bill, and directed him to report the same, without Amendment.

    Bill, not amended in the Standing Committee, to be considered on Friday 20th June.

5    Second Standing Committee on Delegated Legislation,-Mr John Cummings reported from the Second Standing Committee on Delegated Legislation the draft Government Resources and Accounts Act 2000 (Audit of Public Bodies) Order 2003, the draft Government Resources and Accounts Act 2000 (Rights of Access of Comptroller and Auditor General) Order 2003 and the draft Government Resources and Accounts Act 2000 (Audit of Health Service Bodies) Order 2003.

6    Fourth Standing Committee on Delegated Legislation,-Mrs Marion Roe reported from the Fourth Standing Committee on Delegated Legislation the Value Added Tax (Supply of Services) (Amendment) Order 2003 (S.I., 2003, No. 1055).

    Minutes of Proceedings of the Committee to lie upon the Table.

7    Standing Committee on the Convention,-Frank Cook reported from the Standing Committee on the Convention the following Resolution:

    That the Committee has considered the Eighth Report (14th March) and Ninth Report (6th May) from the United Kingdom Representatives to the Convention on the Future of Europe.

    Report, together with Resolution, to lie upon the Table.

8    Message from the Lords,-A Message was brought from the Lords, as follows:

    Nottingham City Council Bill [Lords],-The Lords have passed a Bill to confer powers on Nottingham City Council for the registration of second-hand goods dealers in the city of Nottingham; for the control of occasional sales and squat trading in the city; and for other purposes.

9    Nottingham City Council Bill [Lords],-The Nottingham City Council Bill [Lords] was read the first time.

    Bill referred to the Examiners of Petitions for Private Bills.

10    Traveller Law Reform,-Ordered, That leave be given to bring in a Bill to reform the law in England and Wales as it applies to gypsies and travellers: And that Mr David Atkinson, Mr Terry Davis, Annette Brooke, Mr John Butterfill, Mr John Battle, Mr Henry Bellingham, Nick Harvey, Julie Morgan, Michael Fabricant, Andrew Mackinlay, Mr John Randall and Mr Kevin McNamara do prepare and bring it in.

11    Traveller Law Reform Bill,-Mr David Atkinson accordingly presented a Bill to reform the law in England and Wales as it applies to gypsies and travellers: And the same was read the first time; and ordered to be read a second time on Friday 20th June and to be printed [Bill 102].

12    Health and Social Care (Community Health and Standards) Bill,-The Order of the day being read, for the Second Reading of the Health and Social Care (Community Health and Standards) Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

    An Amendment was proposed to the Question, to leave out from the word 'That' to the end of the Question and add the words 'this House declines to give a Second Reading to a Bill which, by establishing Foundation Trusts and introducing other layers of bureaucracy, would increase disparities between hospitals and detract from the Government's commitment to a primary care led NHS, free from excessive bureaucracy, and believes that alternative ways of encouraging accountability in the NHS should be considered and a consensus established before legislation is introduced', instead thereof.-(Mr David Hinchliffe.)

    And the Question being put, That the Amendment be made;

    The House divided.

13    Health and Social Care (Community Health and Standards) Bill (Programme),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the Health and Social Care (Community Health and Standards) Bill:

    Committal

    1. The Bill shall be committed to a Standing Committee.

    Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 19th June 2003.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

    Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6. Sessional Order B (Programming Committees) made by the House on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

    Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords amendments or any further messages from the Lords) may be programmed-(Joan Ryan);

14    Health and Social Care (Community Health and Standards) Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Health and Social Care (Community Health and Standards) Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Health and Social Care (Community Health and Standards) Bill, it is expedient to authorise-

    (a) the payment out of money provided by Parliament of-

      (i) any expenditure incurred by the Secretary of State by virtue of the Act, and

      (ii) any increase attributable to the Act in the sums payable out of money so provided under any other Act; and

    (b) the payment of sums into the Consolidated Fund-(Joan Ryan):-It was agreed to.

15    Crime (International Co-operation) Bill [Lords] (Programme) (No. 2),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the Order of 1st April (Crime (International Co-operation) Bill [Lords] (Programme)) be amended by the substitution in paragraph 2 (time for conclusion of proceedings in Standing Committee) of the words '26th June' for the words '22nd May'-(Joan Ryan):-It was agreed to.

16    Public Petitions,-A Public Petition from residents living near Beecroft Lower School for the introduction of road safety measures to prevent haphazard parking of cars outside the school was presented and read; and ordered to lie upon the Table and to be printed.

17    Adjournment,-Resolved, That this House do now adjourn.-(Mr John Heppell.)
