The House met at half-past Nine o'clock.

1    The Speaker's Absence,-The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sylvia Heal, the First Deputy Chairman of Ways and Means, proceeded to the Table.

2    The First Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    Message from the Lords,-A Message was brought from the Lords, as follows:

    The Lords have come to the following Resolutions, to which they desire the concurrence of this House:

    That it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on any draft Mental Incapacity Bill presented to both Houses by a Minister of the Crown, and that the Committee should report on the draft Bill by the end of October 2003;

    That it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on any draft Civil Contingencies Bill presented to both Houses by a Minister of the Crown, and that the Committee should report on the draft Bill by the end of October 2003.

4    Fireworks Bill,-The House, according to Order, proceeded to consider the Fireworks Bill, as amended in the Standing Committee.
