The House met at half-past Eleven o'clock.

1    The Speaker's Absence,-The House being met, the Clerk at the Table informed the House of the Speaker's absence from this day's sitting, pursuant to leave given [16th June].

    Whereupon Sir Alan Haselhurst, the Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The Chairman of Ways and Means took the Chair as Deputy Speaker, pursuant to the Standing Order.

3    Transas Group Bill,-The Transas Group was, according to Order, read a second time and referred to the Examiners of Petitions for Private Bills.

4    Selection,-Ordered, That Keith Hill and Mr Gerry Sutcliffe be discharged from the Committee of Selection and Mr Bob Ainsworth and Jim Fitzpatrick be added to the Committee.-(Mr John Heppell.)

5    Message from the Lords,-A Message was brought from the Lords, as follows:

    Sexual Offences Bill [Lords],-The Lords have passed a Bill to make new provision about sexual offences, their prevention and the protection of children from harm from other sexual acts, and for connected purposes; to which the Lords desire the concurrence of this House.

6    Sexual Offences Bill [Lords],-The Sexual Offences Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 128].

    Ordered, That the Explanatory Notes relating to the Sexual Offences Bill [Lords] be printed [Bill 128-EN].

7    Domestic Violence (Law Reform),-Ordered, That leave be given to bring in a Bill to amend the law relating to domestic violence: And that Mr John Bercow, Michael Fabricant, Sandra Gidley, Jane Griffiths, Mr Robert Key, Mr George Osborne, Linda Perham, Mr Anthony Steen, Ms Dari Taylor and Mr Robert Walter do prepare and bring it in.

8    Domestic Violence (Law Reform) Bill,-Mr John Bercow accordingly presented a Bill to amend the law relating to domestic violence: And the same was read the first time; and ordered to be read a second time on Friday 11th July and to be printed [Bill 126].

9    Adjournment (European Affairs),-A Motion was made, and the Question being proposed, That this House do now adjourn-(Mr John Heppell);

10    Deferred Divisions,-The Deputy Speaker announced the result of the Division which had been deferred to this day, pursuant to Orders [28th June 2001 and 29th October 2002]:

    Race Relations,-That the draft Race Relations Act 1976 (Seamen Recruited Abroad) Order 2003, which was laid before this House on 14th May, be approved.

      Ayes: 260.

      Noes: 16.

    So the Question was agreed to.

11    Adjournment (European Affairs),-The Question being again proposed, That this House do now adjourn;

    The Motion was, with the leave of the House, withdrawn.

12    Finance and Services Committee,-Ordered, That Keith Hill be discharged from the Finance and Services Committee and Mr Bob Ainsworth be added.-(Derek Twigg.)

13    Public Petitions,-A Public Petition from residents of South East Essex and surrounding areas against proposals to build an airport at Cliffe was presented and read; and ordered to lie upon the Table and to be printed.

14    Public Petitions,-A Public Petition from residents of Sutton Close, Felpham, Bognor Regis for the erection of a no-entry sign at the entrance to Sutton Close restricting access to residents and tradesmen only, was presented; and ordered to lie upon the Table and to be printed.

15    Adjournment,-Resolved, That this House do now adjourn.-(Mr Nick Ainger.)

    And accordingly the House, having continued to sit till half-past Seven o'clock, adjourned till to-morrow.
