The House met at half-past Nine o'clock.

1    The Speaker's Absence,-The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sir Michael Lord, the Second Deputy Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The Second Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    Message from the Lords,-A Message was brought from the Lords, as follows:

    Water Bill [Lords],-The Lords have passed a Bill to amend the Water Resources Act 1991 and the Water Industry Act 1991; to make provision with respect to compensation under section 61 of the Water Resources Act 1991; to provide for the establishment and functions of the Water Services Regulation Authority and the Consumer Council for Water, and for the abolition of the office of Director General of Water Services; to make provision in connection with land drainage and flood defence; to amend the Reservoirs Act 1975; to make provision about contaminated land so far as it relates to the pollution of controlled waters; to confer on the Coal Authority functions in relation to the discharge of water from coal mines; to extend the functions of the Environment Agency in relation to the Rivers Esk, Sark and Tweed and their tributaries so far as they are in England; to repeal section 1 of the Metropolis Water Act 1852; and for connected purposes; to which the Lords desire the concurrence of this House.

    Joint Committee on the draft Civil Contingencies Bill,-The Lords communicate that they have appointed a Committee of eleven Lords to join with the Committee appointed by the Commons, to consider and report on any draft Civil Contingencies Bill presented to both Houses by a Minister of the Crown; they have ordered that the Committee have power to agree with the Commons in the appointment of a Chairman; that the Committee have leave to report from time to time; that the Committee have power to appoint specialist advisers; that the Committee have power to adjourn from place to place within the United Kingdom; that the reports of the Committee from time to time shall be printed, notwithstanding any adjournment of the House; that the Committee do report on the draft Bill by the end of November 2003; and they propose that the Committee do meet with the Committee appointed by the Commons on Tuesday 15th July at half-past three o'clock in Committee Room G.

    Joint Committee on the draft Mental Incapacity Bill,-The Lords communicate that they have appointed a Committee of eight Lords to join with the Committee appointed by the Commons, to consider and report on any draft Mental Incapacity Bill presented to both Houses by a Minister of the Crown; they have ordered that the Committee have power to agree with the Commons in the appointment of a Chairman; that the Committee have leave to report from time to time; that the Committee have power to appoint specialist advisers; that the Committee have power to adjourn from place to place within the United Kingdom; that the reports of the Committee from time to time shall be printed, notwithstanding any adjournment of the House; that the Committee do report on the draft Bill by the end of November 2003; and they propose that the Committee do meet with the Committee appointed by the Commons on Tuesday 15th July at half-past three o'clock in Committee Room 5.

4    Water Bill [Lords],-The Water Bill [Lords] was read the first time; and ordered to be read a second time on Monday 14th July and to be printed [Bill 149].

    Ordered, That the Explanatory Notes to the Water Bill [Lords] be printed [Bill 149-EN].

5    Ragwort Control Bill (changed from Equine Welfare (Ragwort Control) Bill),-The House, according to Order, proceeded to consider the Ragwort Control Bill (changed from Equine Welfare (Ragwort Control) Bill), as amended in the Standing Committee.

    An Amendment (No. 3) was proposed to the Bill, in page 1, line 4, to leave out the word 'may' and insert the word 'shall', instead thereof.-(Sir Paul Beresford.)

    Question proposed, That the Amendment be made:-Amendment, by leave, withdrawn.

    The Bill was read the third time, and passed.

6    Household Waste Recycling Bill (changed from Municipal Waste Recycling Bill),-The House, according to Order, proceeded to consider the Household Waste Recycling Bill (changed from Municipal Waste Recycling Bill), as amended in the Standing Committee.

    A Clause (Power to apply section 45A to Welsh waste collection authorities)-(Mr Elliot Morley)-brought up, read the first and second time and added to the Bill.

    Another Clause (Definitions)-(Sir Paul Beresford)-brought up and read the first time.

    Question proposed, That the Clause be read a second time:-Clause, by leave, withdrawn.

    An Amendment (No. 1) made to the Bill.

    The Bill was read the third time, and passed.

7    Female Genital Mutilation Bill,-The House, according to Order, proceeded to consider the Female Genital Mutilation Bill, not amended in the Standing Committee.

    A Clause (Offence of advocating female genital mutilation)-(Mr David Wilshire)-brought up and read the first time.

    Question proposed, That the Clause be read a second time:-Clause, by leave, withdrawn.

    An Amendment (No. 8) proposed to the Bill, in page 1, line 5, to leave out the words 'or mental'.-(Mr David Wilshire.)

    Another Amendment (No. 10) proposed to the Bill, in page 2, line 10, to leave out paragraph (a).-(Mr David Wilshire.)

    Another Amendment (No. 6) proposed to the Bill, in page 3, line 13, leave out from the word 'on' to the end of line 14 and insert the words 'the day after this Act receives Royal Assent', instead thereof.-(Mr David Wilshire.)

8    Retirement Income Reform Bill,-The House, according to Order, proceeded to consider the Retirement Income Reform Bill, as amended in the Standing Committee.

    A Clause (Definition of 'dependant' and 'surviving spouse')-(John Healey)-brought up and read the first time.

    Question proposed, That the Clause be read a second time;

    And it being half-past Two o'clock, the Debate stood adjourned.

9    High Hedges (No. 2) Bill,-The House, according to Order, proceeded further to consider the High Hedges (No. 2) Bill, as amended in the Standing Committee;

    And it being after half-past Two o'clock, and objection having been taken to further proceeding, the Deputy Speaker interrupted the proceedings.

10    Animals (Electric Shock Collars) Bill,-The Order of the day being read, for the Second Reading of the Animals (Electric Shock Collars) Bill;
