1    Arms Control and Disarmament (Inspection) Bill [Lords],-Derek Conway reported from Standing Committee E, That it had gone through the Arms Control and Disarmament (Inspection) Bill [Lords], and directed him to report the same, without Amendment.

    Bill, not amended in the Standing Committee, to be considered to-morrow.

2    Freedom of Information Act 2000 (Commencement) Bill,-Paul Flynn, supported by Mr Huw Edwards, presented a Bill to amend the date of commencement of the Freedom of Information Act 2000: And the same was read the first time; and ordered to be read a second time on Friday 21st November and to be printed [Bill 169].

3    Non-Prescription Contact Lenses,-Ordered, That leave be given to bring in a Bill to reclassify non-prescription contact lenses as medical devices; and to restrict their sale so that they can only be sold by, or under the supervision of, a registered doctor or optician: And that John Robertson, Dr Brian Iddon, Mr Bill Tynan, Mr David Heath, Mr Peter Duncan, Mr Jimmy Hood, Mr Parmjit Dhanda, Ms Candy Atherton, Mr David Drew, John Mann, Syd Rapson and Dr Ian Gibson do prepare and bring it in.

4    Non-Prescription Contact Lenses Bill,-John Robertson accordingly presented a Bill to reclassify non-prescription contact lenses as medical devices; and to restrict their sale so that they can only be sold by, or under the supervision of, a registered doctor or optician: And the same was read the first time; and ordered to be read a second time on Friday 21st November and to be printed [Bill 170].

5    Waste and Emissions Trading Bill [Lords],-The House, according to Order, proceeded to consider the Waste and Emissions Trading Bill [Lords], as amended in the Standing Committee.

    A Clause (Joint municipal waste management strategies: England)-(Mr Elliot Morley)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Power to disapply duties under section (Joint municipal waste management strategies: England))-(Mr Elliot Morley)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Interpretation of Chapter 3)-(Mr Elliot Morley)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Repeal of duty to prepare recycling plans in England and Wales)-(Mr Elliot Morley)-brought up, read the first and second time, and added to the Bill.

    Another Clause (Strategies for waste minimisation: England)-(Norman Baker)-brought up, and read the first time.

    Question put, That the Clause be read a second time.

6    Regulatory Reform,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 18 (Consideration of draft regulatory reform orders), That the draft Regulatory Reform (Gaming Machines) Order 2003, which was laid before this House on 17th September, be approved-(Jim Fitzpatrick):-It was agreed to.

7    Scottish Grand Committee,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 100 (Scottish Grand Committee (sittings)), That the Scottish Grand Committee shall meet at Westminster on Wednesday 12th November at five minutes to Nine o'clock to consider a substantive Motion for the adjournment of the Committee-(Jim Fitzpatrick):-It was agreed to.

8    Healthcare and Associated Professions,-Ordered, That the Health Professions Council (Registration and Fees) Rules Order of Council 2003 (S.I., 2003, No. 1572), dated 13th June 2003, be referred to a Standing Committee on Delegated Legislation.-(Jim Fitzpatrick.)

9    Adjournment,-A Motion was made, and the Question being proposed, That this House do now adjourn-(Jim Fitzpatrick);

    And the Motion having been made at Seven o'clock, and the Debate having continued for half an hour, the Speaker adjourned the House, without Question put, pursuant to the Standing Order, till to-morrow.
