1    Second Standing Committee on Delegated Legislation,-Mrs Marion Roe reported from the Second Standing Committee on Delegated Legislation the draft Education (Amendment of the Curriculum Requirements for Fourth Key Stage) (England) Order 2003.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    European Standing Committee C,-Mrs Irene Adams reported from European Standing Committee C the following Resolution:

    That the Committee takes note of the unnumbered explanatory memorandum dated 15th January 2003 from the Department of Trade and Industry on the European Commission's guidance associated with merger control proceedings and horizontal mergers, and European Union document No. 5007/03, draft Council Regulation on the control of concentrations between undertakings ('The European Community Merger Regulation'); welcomes the draft Regulation and associated guidance as an important step in securing reform of the European Community merger regime; and supports the Government's approach in seeking to build on the strengths of the existing Regulation to achieve a modern framework for European merger control as part of the economic reform agenda.

    Report, together with Resolution, to lie upon the Table.

3    Water Bill [Lords],-The House, according to Order, proceeded to consider the Water Bill [Lords], as amended in the Standing Committee.

4    Sittings of the House,-Ordered, That

    (1) at the sittings on Wednesday 12th, Monday 17th, Tuesday 18th, Wednesday 19th and Thursday 20th November, the Speaker shall not adjourn the House until any Message from the Lords has been received and any Committee to draw up Reasons which has been appointed at that sitting has reported; and

    (2) from Thursday 20th November until the end of the current Session of Parliament, the Speaker shall not adjourn the House on any day on which a message from the Lords Commissioners is expected until that message has been received.-(Bridget Prentice.)

5    Business of the House,-Ordered, That, at the sitting on Wednesday 12th November, notwithstanding the provisions of Standing Order No.16 (Proceedings under an Act or on European Union Documents), the Speaker shall put the Questions necessary to dispose of proceedings on the Motions in the name of Mr Chancellor of the Exchequer relating to Stamp Duty Land Tax not later than three hours after the commencement of proceedings on the first Motion; proceedings may continue after the moment of interruption; and the Orders of the House of 28th June 2001 and 29th October 2002 relating to deferred Divisions shall not apply.-(Bridget Prentice.)

6    Regulatory Reform,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 18 (Consideration of draft regulatory reform orders), That the draft Regulatory Reform (Business Tenancies) (England and Wales) Order 2003, which was laid before this House on 17th September, be approved-(Bridget Prentice):-It was agreed to.

7    Investigatory Powers,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Regulation of Investigatory Powers (Communications Data) Order 2003, which was laid before this House on 11th September, be approved-(Bridget Prentice):-It was agreed to.
