2    First Standing Committee on Delegated Legislation,-Mr Martin Caton reported from the First Standing Committee on Delegated Legislation the draft Terrorism Act 2000 (Continuance of Part VII) Order 2004.

3    Fifth Standing Committee on Delegated Legislation,-Mr Kevin Hughes reported from the Fifth Standing Committee on Delegated Legislation the draft Criminal Service (Choice in Very High Cost Cases) (Amendment) Regulations 2004.

4    European Standing Committee B,-Mr David Chidgey reported from European Standing Committee B the following Resolution:

    That the Committee takes note of European Union Document No. 14686/03, amended draft Council Directive on minimum standards on procedures in Member States for granting and withdrawing refugee status; notes that this forms part of the package of measures creating a Common European Asylum System, and supports the Government's position that the Directive should properly take into account the needs of Member States to adapt policies in response to changing situations.

    Report, together with Resolution, to lie upon the Table.

5    Higher Education Bill (Programme) (No. 2),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of Bills)], That the Programme Order of 27th January in relation to the Higher Education Bill shall be amended by the substitution in paragraph 2 (time for conclusion of proceedings in Standing Committee) for the words 'Thursday 26th February' of the words 'Thursday 4th March'-(Charlotte Atkins);

    The House divided.

      Tellers for the Noes, Angela Watkinson, Mr John Randall: 160.

    So the Question was agreed to.

6    Police,-A Motion was made, and the Question being proposed, That the Police Grant Report (England and Wales) 2004-05, House of Commons Paper No. 277, a copy of which was laid before this House on 30th January, be approved-(Ms Hazel Blears);

    And it being two hours after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Order [2nd February].

8    Trans-European Transport Network,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. COM (03) 132, Commission Communication on developing the trans-European transport network: innovative funding solutions and interoperability of electronic toll collections systems and draft Directive on the widespread introduction and interoperability of electronic road toll systems in the Community; and endorses the Government's approach to discussions on this document-(Paul Clark):-It was agreed to.

9    Adjournment,-A Motion was made, and the Question being proposed, That this House do now adjourn-(Paul Clark);

    And the Motion having been made after Six o'clock, and the Debate having continued for half an hour, the Deputy Speaker adjourned the House without Question put, pursuant to the Standing Order, it being then thirteen minutes to Seven o'clock, till to-morrow.
