PRAYERS.

1    London Local Authorities Bill [Lords],-The Chairman of Ways and Means reported, pursuant to Order [25th February], That he had gone through the London Local Authorities Bill [Lords] and made Amendments thereunto.

    Ordered, That the Bill, as amended by the Chairman of Ways and Means, do lie upon the Table.

2    Equitable Life Inquiry,-Ordered, That there be laid before this House a Return of the Report of the Equitable Life Inquiry, conducted by the Right Honourable Lord Penrose.-(Mr Fraser Kemp.)

3    First Standing Committee on Delegated Legislation,-Mr Kevin Hughes reported from the First Standing Committee on Delegated Legislation the draft Community Legal Service (Scope) Regulations 2004.

    Minutes of Proceedings of the Committee to lie upon the Table.

4    Sleep Apnoea Bill,-The Order for reading the Sleep Apnoea Bill a second time on Tuesday 27th April was read and discharged.

    Bill to be read a second time on Friday 30th April.

5    European Parliamentary and Local Elections (Pilots) Bill (Programme) (No. 3),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of Bills)], That the following provisions shall apply to the European Parliamentary and Local Elections (Pilots) Bill:

    Consideration of Lords Amendments

    1. Proceedings on Consideration of Lords Amendments shall be completed at today's sitting and shall (so far as not previously concluded) be brought to a conclusion three hours after their commencement.

    Subsequent stages

    2. Any further Message from the Lords may be considered forthwith without any Question put.

    3. Proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement-(Jim Fitzpatrick);

    The House divided.

    So the Question was agreed to.

6    European Parliamentary and Local Elections (Pilots) Bill,-The House, according to Order, proceeded to consider the Lords Amendments to the European Parliamentary and Local Elections (Pilots) Bill.

    Lords Amendment No. 1.

    An Amendment ((a)) was proposed to the Lords Amendment, in line 15, at the end, to insert the words-

      '(c) Yorkshire and the Humber;

      (d) North West.'.-(Mr Christopher Leslie.)

    And the Question being put, That the Amendment be made;

    The House divided.

      Tellers for the Ayes, Gillian Merron, Mr John Heppell: 269.

      Tellers for the Noes, Mr John Randall, Mr Mark Francois: 166.

    So the Question was agreed to.

    The Lords Amendment, as amended, was agreed to.

    Lords Amendment No. 2 was agreed to.

    Lords Amendment No. 3.

    A Motion was made, and the Question being proposed, That this House disagrees with the Lords in their Amendment-(Mr Christopher Leslie);

    And it being three hours after the commencement of proceedings on the Lords Amendments, the Deputy Speaker put the Question, pursuant to Order [this day].

    The House divided.

      Tellers for the Ayes, Mr John Heppell, Gillian Merron: 268.

      Tellers for the Noes, Mr John Randall, Mr Mark Francois: 163.

    So the Question was agreed to.

    The Lords Amendment was accordingly disagreed to.

    The Deputy Speaker then put the Question that this House agrees with the Lords in the remaining Lords Amendments:-It was agreed to.

    Lords Amendments Nos. 4 to 50 were accordingly agreed to.

    A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of Bills)], That a Committee be appointed to draw up a Reason to be assigned to the Lords for disagreeing to their Amendment No. 3;

    That Geraint Davies, Mr Nick Hawkins, Mr David Heath, Mr Christopher Leslie and Bridget Prentice be members of the Committee;

    That Mr Christopher Leslie be the Chairman of the Committee;

    That three be the quorum of the Committee;

    That the Committee do withdraw immediately-(Bridget Prentice);

    The House divided.

      Tellers for the Ayes, Charlotte Atkins, Paul Clark: 266.

      Tellers for the Noes, Mr Mark Francois, Mr John Randall: 124.

    So the Question was agreed to.

7    Gangmasters (Licensing) Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Gangmasters (Licensing) Bill [Money];

    A Motion was made, and the Question being proposed, That, for the purposes of any Act resulting from the Gangmasters (Licensing) Bill, it is expedient to authorise-

    (1) the payment out of money provided by Parliament of-

      (a) any expenditure incurred under the Act by a Minister of the Crown or government department or by a body performing functions on behalf of the Crown, and

      (b) any increase attributable to the provisions of the Act in the sums payable out of such money under any other Act, and

    (2) the making of payments into the Consolidated Fund-(Alun Michael);

    And it being three-quarters of an hour after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills):-It was agreed to.

8    European Parliamentary and Local Elections (Pilots) Bill,-Mr Christopher Leslie reported from the Committee appointed to draw up a Reason to be assigned to the Lords for disagreeing to their Amendment No. 3 to the European Parliamentary and Local Elections (Pilots) Bill, That it had drawn up the following Reason, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 3 for the following Reason:

      Because it is not appropriate to make the requirements to which the Lords Amendment relates.

    The Reason was agreed to.

    Message to the Lords to communicate the said Reason, with the Bill and Amendments.

9    Adjournment,-A Motion was made, and the Question being proposed, That this House do now adjourn-(Mr Vernon Coaker);

    And the Motion having been made after Ten o'clock, and the Debate having continued for half an hour, the Deputy Speaker adjourned the House, without Question put, pursuant to the Standing Order, it being then twenty-six minutes to Eleven o'clock, till to-morrow.
