PRAYERS.

1    Promotion of Volunteering Bill,—The Order for resuming to-morrow the adjourned Debate on the Question proposed on 16th July, on consideration of the Promotion of Volunteering Bill, as amended in the Standing Committee, That the Clause (NC29) (Declaration as to extent of liability in negligence) be read a second time was read and discharged.

    Bill withdrawn.

2    Northern Ireland (Severe Learning Disability) Bill,—The Order for reading the Northern Ireland (Severe Learning Disability) Bill a second time to-morrow was read and discharged.

3    Food Labelling Bill,—The Order for reading the Food Labelling Bill a second time to-morrow was read and discharged.

4    School Transport Bill,—Mr Secretary Clarke, supported by the Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Mr Secretary Darling, Mr Secretary Johnson, Mr Richard Caborn, Mr Stephen Twigg and Dr Stephen Ladyman, presented a Bill to make provision for school travel schemes; and for connected purposes: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 162].

    Ordered, That the Explanatory Notes relating to the School Transport Bill be printed [Bill 162-EN].

5    The EU's Justice and Home Affairs Work Programme for the Next Five Years,—A Motion was made, and the Question being proposed, That this House takes note of European Union document No. 10249/04, with ADD 1 and ADD 2, Commission Communication on the Area of Freedom, Security and Justice: assessment of the Tampere Programme and future orientations; notes that the Communication forms the basis of negotiations for the next European Union Justice and Home Affairs Work Programme; and supports the Government's position that the Work Programme should focus on measures that complement the efforts of Member States and will be of most benefit to European Union citizens—(Caroline Flint);

    An Amendment was proposed to the Question, in line 5, to leave out from the word 'orientations' to the end of the Question and add the words 'but believes that the Government has failed adequately to support the national interest in its response to the Tampere Programme, including its failure to halt the proposal to introduce co decision and Qualified Majority Voting on immigration, asylum, visas and border measures and the Commission's aim further to harmonise the civil and criminal justice systems of Member States.', instead thereof—(Mr Jonathan Djanogly);

    And the Question being proposed, That the Amendment be made;

    And it being one and a half hours after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Standing Order No. 16 (Proceedings under an Act or on European Union documents).

    The House divided.

6    Horserace Betting and Olympic Lottery Bill (Programme) (No. 2),—A Motion was made, and the Question being put forthwith pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of Bills)], That the following provisions shall apply to the Horserace Betting and Olympic Lottery Bill for the purpose of supplementing the Order of 8th January 2004.

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement at this day's sitting.

8    Adjournment (School Sport),—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr Stephen Twigg);

    And it being Six o'clock, the Motion for the adjournment of the House lapsed, without Question put.

9    Public Petitions,—A Public Petition from parents and pupils of Crowlands Junior School in Romford, Essex, for greater choice in secondary education in the London Road area of Romford was presented and read; and ordered to lie upon the Table and to be printed.
