3    Ninth Standing Committee on Delegated Legislation,—Mr Win Griffiths reported from the Ninth Standing Committee on Delegated Legislation the draft Social Security, Child Support and Tax Credits (Decisions and Appeals) Amendment Regulations 2004, and the draft Child Benefit and Guardian's Allowance (Decisions and Appeals) Regulations 2004.

4    European Standing Committee A,—Mr John Cummings reported from European Standing Committee A the following Resolution:

    That the Committee takes note of European Union Document No. 11422/04, Commission Communication on Flood risk management—Flood prevention, protection and mitigation; and supports the Government's view that cooperation and sharing of good practice with other EU Member States on the issue of flood risk management will be of benefit to the United Kingdom.

    Resolution to lie upon the Table.

5    Commissioners for Revenue and Customs Bill,—The Commissioners for Revenue and Customs Bill was, according to Order, read a second time.

6    Commissioners for Revenue and Customs Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Commissioners for Revenue and Customs Bill:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on 13th January 2005.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords amendments or on any further message from the Lords) may be programmed—(Mr John Heppell);

7    Commissioners for Revenue and Customs Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Commissioners for Revenue and Customs Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That for the purposes of any Act resulting from the Commissioners for Revenue and Customs Bill it is expedient to authorise—

    (1) the payment out of money provided by Parliament of—

      (a) expenditure of the Commissioners for Her Majesty's Revenue and Customs,

      (b) payments to or in respect of the Commissioners or their staff,

      (c) rewards,

      (d) expenditure of the Director of Revenue and Customs Prosecutions,

      (e) payments to or in respect of the Director of Revenue and Customs Prosecutions,

      (f) payments to or in respect of Her Majesty's Inspectors of Constabulary,

      (g) payments to or in respect of the Independent Police Complaints Commission, and

      (h) any increase attributable to the Act in sums payable out of money provided by Parliament under any other enactment,

    (2) payments out of the Consolidated Fund to enable the Commissioners to make payments or disbursements, and

    (3) the payment of sums into the Consolidated Fund—(Mr John Heppell):—It was agreed to.

8    Income Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That an humble Address be presented to Her Majesty, praying that the Double Taxation Relief (Taxes on Income) (Georgia) Order 2004 be made in the form of the draft laid before this House on 17th November, in the last Session of Parliament—(Mr John Heppell):—It was agreed to.

    Address to be presented to Her Majesty by such Members of the House as are of Her Majesty's Most Honourable Privy Council or of Her Majesty's Household.

9    Public Petitions,—A Public Petition from residents of Mexborough for a review of Cambian Healthcare's proposed conversion of former care homes to a hospital for people with mental illnesses was presented and read; and ordered to lie upon the Table and to be printed.
