1    Contingencies Fund 2003-04,—Ordered, That there be laid before this House Accounts of the Contingencies Fund, 2003-04, showing—

    (1) the receipts and payments in connection with the Fund in the year ended 31st March 2004; and

    (2) the Distribution of the capital of the Fund at the commencement and close of the year; together with the Report of the Comptroller and Auditor General thereon.—(Joan Ryan.)

2    Railways Bill,—Mr David Amess reported from Standing Committee A, That it had gone through the Railways Bill, and made Amendments thereunto.

3    Commissioners for Revenue and Customs Bill,—Sir John Butterfill reported from Standing Committee E, That it had gone through the Commissioners for Revenue and Customs Bill, and made Amendments thereunto.

4    Child Benefit Bill,—Miss Anne Begg reported from Standing Committee F, That it had gone through the Child Benefit Bill, and made Amendments thereunto.

5    Message from the Lords,—A Message was brought from the Lords, as follows:

    Borough Freedom (Family Succession) Bill [Lords],—The Lords have passed a Bill to make new provision relating to admission to borough freedom; to which the Lords desire the concurrence of this House.

6    Drugs Bill,—The Drugs Bill was, according to Order, read a second time.

7    Drugs Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Drugs Bill:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 3rd February 2005.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

Programming Committee

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Programming of proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Bridget Prentice):—It was agreed to.

8    Drugs Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Drugs Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Drugs Bill, it is expedient to authorise the payment out of money provided by Parliament of—

      (a) expenditure incurred by the Secretary of State by virtue of the Act;

      (b) any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Bridget Prentice):—It was agreed to.

9    eEurope 2005 Action Plan,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 9675/04 and Addenda 1 and 2, Commission Communication on an update to the eEurope 2005 Action Plan; welcomes the actions proposed by the Commission as a follow-up to the mid-term review of the Plan; and supports the Government's objective, during its Presidency of the EU, of ensuring that the 2006-2010 Action Plan contributes positively to the enhanced deployment of Information and Communications Technology (ICT) in business and in the public sector, thereby contributing to the goals of the Lisbon Agenda—(Bridget Prentice):—It was agreed to.

10    Public Administration,—Ordered, That Kevin Brennan be discharged from the Select Committee on Public Administration and Iain Wright be added.—(Mr John McWilliam, on behalf of the Committee of Selection.)

11    Administration,—Ordered, That Caroline Flint be discharged from the Administration Committee and Kali Mountford be added.—(Mr John McWilliam, on behalf of the Committee of Selection.)

12    Public Petitions,—A Public Petition from residents of Pudsey Constituency and others for a ban on doorstep cold calling by those offering property improvement, repair or maintenance was presented and read; and ordered to lie upon the Table and to be printed.

13    Adjournment,—Resolved, That this House do now adjourn.—(Mr Tom Watson.)

    And accordingly, the House, having continued to sit till twenty-eight minutes past Seven o'clock, adjourned till to-morrow.
