1    First Standing Committee on Delegated Legislation,—Mr Mike Weir reported from the First Standing Committee on Delegated Legislation the draft Misuse of Drugs Act 1971 (Amendment) Order 2005.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Second Standing Committee on Delegated Legislation,—Mrs Janet Dean reported from the Second Standing Committee on Delegated Legislation the draft Consular Fees Act 1980 (Fees) (No. 2) Order 2005.

3    Terrorism (Northern Ireland) Bill,—The Terrorism (Northern Ireland) Bill was, according to Order, read a second time.

4    Terrorism (Northern Ireland) Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Terrorism (Northern Ireland) Bill:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 10th November 2005.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Mr John Heppell):—It was agreed to.

5    Weights and Measures,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Weights and Measures (Miscellaneous Foods) (Amendment) Order 2005, which was laid before this House on 21st July, be approved—(Mr John Heppell):—It was agreed to.

6    Delegated Legislation,—Ordered, That the Accession (Immigration and Worker Registration) (Amendment) Regulations 2005 (S.I., 2005, No. 2400), dated 24th August 2005 and the Tryptophan in Food (England) Regulations 2005, (S.I., 2005, No. 2630), dated 21st September 2005 be referred to Standing Committees on Delegated Legislation.—(Mr John Heppell.)

7    Northern Ireland Grand Committee,—Ordered, That—

    (1) (a) the matter of the Draft Priorities and Budget 2006-2008, being a matter relating exclusively to Northern Ireland, and

      (b) the proposal for the draft Rates (Capital Values etc.) (Northern Ireland) Order 2005,

    be referred to the Northern Ireland Grand Committee;

    (2) the Committee shall meet at Westminster on Tuesday 15th November at half-past Two o'clock; and

    (3) at that sitting—

      (a) the Committee shall take questions under Standing Order No. 110 (Northern Ireland Grand Committee (questions for oral answer)), and shall then consider the matter and the legislative proposal referred to it under paragraph (1) above;

      (b) the Chairman shall interrupt proceedings not later than two and a half hours after the commencement of proceedings on the matter referred to the Committee; and

      (c) at the conclusion of those proceedings, a motion for the adjournment of the Committee may be made by a Minister of the Crown, pursuant to paragraph (5) of Standing Order No. 116 (Northern Ireland Grand Committee (sittings)).—(Mr John Heppell.)

8    Health,—Ordered, That John Austin be discharged from the Health Committee and Mr Ronnie Campbell be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

9    Public Petitions,—A Public Petition from supporters of the Isitfair Council Tax protest campaign for a fair and equitable replacement for council tax was presented and read; and ordered to lie upon the Table and to be printed.

10    Adjournment,—Resolved, That this House do now adjourn.—(Mr John Heppell.)

    And accordingly, the House, having continued to sit till three minutes past Nine o'clock, adjourned till to-morrow.
