The House met at half-past Nine o'clock.

1    The Speaker's Absence,—The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sir Michael Lord, the Second Deputy Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The Second Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    Message from the Lords,—A Message was brought from the Lords, as follows:

    Equality Bill [Lords],—The Lords have passed a Bill to make provision for the establishment of the Commission for Equality and Human Rights; to dissolve the Equal Opportunities Commission, the Commission for Racial Equality and the Disability Rights Commission; to make provision about discrimination on grounds of religion or belief; to enable provision to be made about discrimination on grounds of sexual orientation; to impose duties relating to sex discrimination on persons performing public functions; to amend the Disability Discrimination Act 1995; and for connected purposes; to which the Lords desire the concurrence of this House.

4    Equality Bill [Lords],—The Equality Bill [Lords] was read the first time; and ordered to be read a second time on Monday 14th November and to be printed [Bill 85].

    Ordered, That the Explanatory Notes relating to the Equality Bill [Lords] be printed [Bill 85-EN].

5    Climate Change and Sustainable Energy Bill,—The Order of the day being read, for the Second Reading of the Climate Change and Sustainable Energy Bill;

    And a Motion being made, and the Question being proposed, That the Bill be read a second time;

6    House observes a period of silence,—At Eleven o'clock the House observed two minutes' silence in remembrance of those who gave their lives for their country.

7    Climate Change and Sustainable Energy Bill,—The Question being again proposed, That the Bill be read a second time;

    And the Question being put:—It was agreed to.

    The Bill was accordingly read a second time and stood committed to a Standing Committee.

8    Management of Energy in Buildings Bill,—The Order of the day being read, for the Second Reading of the Management of Energy in Buildings Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

    And it being half-past Two o'clock, the Debate stood adjourned.

    Ordered, That the Debate be resumed on Friday 10th March.

9    Borough Freedom (Family Succession) Bill [Lords],—The Order of the day being read, for the Second Reading of the Borough Freedom (Family Succession) Bill [Lords];

    Ordered, That the Bill be read a second time on Friday 20th January.

10    Breastfeeding etc. Bill,—The Order of the day being read, for the Second Reading of the Breastfeeding etc. Bill;
