PRAYERS.

1    First Standing Committee on Delegated Legislation,—Mr Eric Forth reported from the First Standing Committee on Delegated Legislation the draft Tax and Civil Partnership Regulations 2005 and the draft Tax and Civil Partnership (No. 2) Regulations 2005.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Equality Bill [Lords],—The Equality Bill [Lords] was, according to Order, read a second time.

3    Equality Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Equality Bill [Lords]:

    Committal

    1. The Bill shall be committed to a Standing Committee.

    Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 8th December.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

    Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

    Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed—(Mr Parmjit Dhanda);

4    Equality Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Equality Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That for the purposes of any Act resulting from the Equality Bill [Lords] it is expedient to authorise the payment out of money provided by Parliament of—

    (1) expenditure incurred under the Act by the Secretary of State, and

    (2) any increase attributable to the Act in sums payable out of money so provided under another enactment—(Mr Parmjit Dhanda):—It was agreed to.

5    Magistrates' Courts,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Family Procedure (Modification of Enactments) Order 2005, which was laid before this House on 12th October, be approved—(Mr Parmjit Dhanda):—It was agreed to.

6    Family Proceedings,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Access to Justice Act 1999 (Destination of Appeals) (Family Proceedings) Order 2005, which was laid before this House on 12th October, be approved—(Mr Parmjit Dhanda):—It was agreed to.

7    Access to Justice,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Revised Funding Code prepared by the Legal Services Commission, a copy of which was laid before this House on 19th October, be approved—(Mr Parmjit Dhanda):—It was agreed to.

8    Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Employment (Miscellaneous Provisions) (Northern Ireland) Order 2005, which was laid before this House on 24th October, be approved—(Mr Parmjit Dhanda):—It was agreed to.

9    European Communities,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft European Communities (Definition of Treaties) (WIPO Copyright Treaty and WIPO Performances and Phonograms Treaty) Order 2005, which was laid before this House on 13th October, be approved—(Mr Parmjit Dhanda):—It was agreed to.

10    Food,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Healthy Start Scheme and Welfare Food (Amendment) Regulations 2005, which were laid before this House on 3rd November, be approved—(Mr Parmjit Dhanda):—It was agreed to.

11    Criminal Law,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Criminal Justice Act 2003 (Commencement No. 12 and Transitory Provisions) Order 2005, which was laid before this House on 27th October, be approved—(Mr Parmjit Dhanda);

    And the Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till Wednesday 23rd November, pursuant to Standing Order No. 41A (Deferred divisions).

12    Environmental Audit,—Ordered, That David Lepper be discharged from the Environmental Audit Committee and Mrs Linda Riordan be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

13    Welsh Affairs,—Ordered, That Mrs Betty Williams be discharged from the Welsh Affairs Committee and Jessica Morden be added—(Rosemary McKenna, on behalf of the Committee of Selection.)
