1    Fourth Standing Committee on Delegated Legislation,—Mr Mike Hancock reported from the Fourth Standing Committee on Delegated Legislation the draft Farm Woodland Premium Schemes (Amendment) (England) Scheme 2005.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    European Standing Committee,—Mr Martyn Jones reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 14246/05, draft Council Framework Decision on the European Evidence Warrant for obtaining objects, documents and data for use in proceedings in criminal matters; and supports the Government's position that the application of mutual recognition in this area will speed up and improve the transmission between Member States of evidence required to prosecute cross-border crime, whilst maintaining fundamental rights.

    Resolution to lie upon the Table.

3    Pardon for Soldiers of the Great War Bill,—The Order for reading the Pardon for Soldiers of the Great War Bill a second time to-morrow was read and discharged.

    Bill to be read a second time on Friday 20th January.

4    Council Tax (New Valuation Lists for England) Bill,— The House, according to Order, proceeded to consider the Council Tax (New Valuation Lists for England) Bill, not amended in the Standing Committee.

    Amendment (No. 3) proposed to the Bill, in page 1, line 8, at the end, to insert the words—

    '(1B) An order under subsection (1A) may be made in relation to an individual billing authority, a group of adjoining billing authorities or all billing authorities.'.—(Sir Paul Beresford.)

    Question proposed, That the Amendment be made:—Amendment, by leave, withdrawn.

    Another Amendment (No. 4) proposed to the Bill, in page 1, line 8, at the end, to insert the words—

    '(1B) The Secretary of State shall decide at least once in each calendar year whether to exercise the power granted by subsection (1A), and shall give reasons for his decision.

    (1C) The reasons referred to in subsection (1B) shall include, but shall not be restricted to, the Secretary of State's assessment of the degree of divergence in relevant property values since the original valuations made under this Act or since any subsequent revaluation.'.—(David Howarth.)

6    Estimates,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 145 (Liaison Committee), That this House agrees with the Report [30th November] of the Liaison Committee—(Mr Frank Roy):—It was agreed to.
