1    London Local Authorities and Transport for London Bill,—The London Local Authorities and Transport for London Bill was read the third time, and passed.

2    Northern Ireland (Offences) Bill,—David Taylor reported from Standing Committee B, That it had gone through the Northern Ireland (Offences) Bill, and directed him to report the same, without Amendment.

    Bill, not amended in the Standing Committee, to be considered on Monday 19th December.

3    Fourth Standing Committee on Delegated Legislation,—Mr Martyn Jones reported from the Fourth Standing Committee on Delegated Legislation the draft Scotland Act 1998 (Modifications of Schedule 5) Order 2006.

4    Section 5 of the European Communities (Amendment) Act 1993,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That this House takes note with approval of the Government's assessment as set out in the Pre-Budget Report 2005 for the purposes of section 5 of the European Communities (Amendment) Act 1993—(Mr Alan Campbell):—It was agreed to.

5    National Insurance Contributions Bill,—The House, according to Order, proceeded to consider the National Insurance Contributions Bill, not amended in the Standing Committee.

    Amendment (No. 1) proposed to the Bill, in page 1, line 13, after the word 'Treasury', to insert the words ', following consultation with the Commissioners for Revenue and Customs,'.—(Mr Eric Forth.)

    Question proposed, That the Amendment be made:—Amendment, by leave, withdrawn.

    Another Amendment (No. 14) proposed to the Bill, in page 1, line 17, to leave out the words 'appears to the Treasury to be expedient' and insert the words 'is reasonable', instead thereof.—(Mr Christopher Chope.)

    Dawn Primarolo, by Her Majesty's Command, acquainted the House, That Her Majesty, having been informed of the purport of the Bill, gives her Consent, as far as Her Majesty's interest is concerned, That the House may do therein as it shall think fit.

    And the Question being put; it was agreed to.

    The Bill was, accordingly, read the third time, and passed.

6    Civil Partnership,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Civil Partnership Act 2004 (International Immunities and Privileges, Companies and Adoption) Order 2005, which was laid before this House on 30th November, be approved—(Kevin Brennan):—It was agreed to.

7    Electoral Commission,—Ordered, That the Motion in the name of Mr Geoffrey Hoon relating to the Electoral Commission shall be treated as if it related to an instrument subject to the provisions of Standing Order No. 118 (Standing Committees on Delegated Legislation) in respect of which notice has been given that the instrument be approved.—(Kevin Brennan.)
