1    Fourth Standing Committee on Delegated Legislation,—Miss Anne Begg reported from the Fourth Standing Committee on Delegated Legislation the draft Climate Change Agreement (Energy-intensive Installations) Regulations 2006.

2    Seventh Standing Committee on Delegated Legislation,—Mr Christopher Chope reported from the Seventh Standing Committee on Delegated Legislation the Films (Exclusivity Agreements) (Revocation) Order 2005 (S.I., 2005, No. 3098).

3    Message from the Lords,—A Message was brought from the Lords, as follows:

    Road Safety Bill [Lords],—The Lords have passed a Bill to make provision about road traffic, registration plates, vehicle and driver information, trunk road picnic areas and private hire vehicles; to which the Lords desire the concurrence of this House.

4    Road Safety Bill [Lords],—The Road Safety Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 113].

    Ordered, That the Explanatory Notes relating to the Road Safety Bill [Lords] be printed [Bill 113-EN].

5    Northern Ireland (Offences) Bill,—The Order for considering the Northern Ireland (Offences) Bill, not amended in the Standing Committee, this day was read and discharged.

    Bill withdrawn.

6    Legislative and Regulatory Reform Bill,—Mr Jim Murphy, supported by Mr Chancellor of the Exchequer, Mr Secretary Straw, Mr Secretary Darling, Mr Secretary Hutton, Bill Rammell and Jane Kennedy, presented a Bill to enable provision to be made for the purpose of reforming legislation and implementing recommendations of the Law Commission, the Scottish Law Commission and the Northern Ireland Law Commission; to make provision about the exercise of regulatory functions; to make provision about the interpretation of legislation relating to the European Communities and the European Economic Area; to make provision relating to section 2(2) of the European Communities Act 1972; and for connected purposes: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 111].

    Ordered, That the Explanatory Notes relating to the Legislative and Regulatory Reform Bill be printed [Bill 111-EN].

7    Care of Older and Incapacitated People (Human Rights),—Ordered, That leave be given to bring in a Bill to amend the Human Rights Act 1998 to extend the definition of public authority to include any body that is regulated under the Care Standards Act; to provide for clear nutritional standards to apply in all establishments providing care for older people; to place certain duties on the Food Standards Agency; to make provision in relation to mentally incapacitated persons; to confer new functions on local authorities in relation to persons in need of care or protection; and for connected purposes: And that Mr Paul Burstow, Annette Brooke, Bob Russell, Stephen Williams, Peter Bottomley, Mrs Joan Humble and Mr John Leech do prepare and bring it in.

9    Electoral Administration Bill,—The House, according to Order, proceeded to consider the Electoral Administration Bill, as amended in the Committee and in the Standing Committee.

    A Clause (NC14) (Repeal of personal identifier provisions)—(Ms Harriet Harman)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC15) (Reporting donations to members of the House of Commons)—(David Cairns)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC1) (Personal identifiers (absent voters))—(Mr David Heath)—brought up, and read the first time.

    Question put, That the Clause be read a second time.

    Another Clause (NC2) (Registration officers: general duty)—(Mr David Heath)—brought up, and read the first time.

The Deputy Speaker then put the Question on the Amendments moved by a Minister of the Crown to be disposed of at that hour.

    The Bill was read the third time, and passed.

10    Excise,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Excise Duties (Surcharges or Rebates) (Hydrocarbon Oils etc.) (Amendment) Order 2005 (S.I., 2005, No. 3330), dated 5th December 2005, a copy of which was laid before this House on 5th December, be approved—(Kevin Brennan):—It was agreed to.
