The House met at half-past Ten o'clock.

1    The Speaker's Absence,—The House being met, and having been informed on Monday 27th February of the unavoidable absence, through illness, of Mr Speaker from the sittings of the House this week, Sir Alan Haselhurst, the Chairman of Ways and Means, proceeded to the Table

PRAYERS.

2    The Chairman of Ways and Means took the Chair as Deputy Speaker, pursuant to the Standing Order.

3    Standing Orders,—The Chairman of Ways and Means reported from the Standing Orders Committee the following Resolution:

    That, in the case of the London Local Authorities Bill [Lords], the Standing Orders ought to be dispensed with: That the parties be permitted to insert their Additional Provision, if the Committee on the Bill thinks fit.

    The Resolution was agreed to.

4    Third Standing Committee on Delegated Legislation,—Mr Greg Pope reported from the Third Standing Committee on Delegated Legislation the draft Community Order (Review by Specified Courts in Liverpool and Salford) Order 2006.

    Minutes of Proceedings of the Committee to lie upon the Table.

5    Fourth Standing Committee on Delegated Legislation,—Mr Mike Hancock reported from the Fourth Standing Committee on Delegated Legislation the draft Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2006.

6    Children and Adoption Bill [Lords],—The Children and Adoption Bill [Lords] was, according to Order, read a second time.

7    Children and Adoption Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Children and Adoption Bill [Lords].

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 16th March 2006.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Mr John Heppell):—It was agreed to.

8    Children and Adoption Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Children and Adoption Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Children and Adoption Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Mr John Heppell):—It was agreed to.

9    Exchange of Information Between Law Enforcement Authorities,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 13413/05 and ADD 1, Draft Framework Decision on the exchange of information under the principle of availability; and supports the Government in welcoming the general application of the principle of availability to the exchange of information between law enforcement authorities, subject to detailed consideration of the adequacy of data protection and other safeguards and of the cost and technical feasibility of specific proposals—(Mr John Heppell):—It was agreed to.

10    Public Petition,—A Public Petition from residents of Middleton, Felpham, Bognor Regis and others against a proposal for a Vodafone base station site at Middleton Road, Felpham was presented and read; and ordered to lie upon the Table and to be printed.

11    Adjournment,—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr John Heppell);

    And it being Six o'clock, the Motion for the adjournment of the House lapsed, without Question put.

12    Adjournment,—Resolved, That this House do now adjourn.—(Mr John Heppell.)

    And accordingly, the House, having continued to sit till eighteen minutes past Six o'clock, adjourned till to-morrow.

6    The Speaker has appointed Mrs Janet Dean Chairman of the European Standing Committee in respect of European Union Document No. 16106/05 and Addendum 1 on Competition: Maritime Transport.

7    The Speaker has appointed Mr David Amess Chairman of the European Standing Committee in respect of European Union Document No. 12588/05 on Civil Aviation Security.
