1    The Speaker's Absence,—The House being met, and having been informed on Monday 6th March of the unavoidable absence, through illness, of Mr Speaker from the sittings of the House this week, Sir Alan Haselhurst, the Chairman of Ways and Means, proceeded to the Table

PRAYERS.

2    The Chairman of Ways and Means took the Chair as Deputy Speaker, pursuant to the Standing Order

3    Second Standing Committee on Delegated Legislation,—Mr David Wilshire reported from the Second Standing Committee on Delegated Legislation the draft Courts Act 2003 (Consequential Amendment) Order 2006.

4    European Standing Committee,—Mr David Amess reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 12588/05, Draft regulation to replace Regulation 2320/02 on civil aviation security; welcomes the Commission's initiative in producing a clearer, shorter text which will give more legal certainty; and endorses the Government's intention to work with the Presidency, the European Parliament and other Member States to resolve outstanding areas of difficulty.

5    Small and Medium-Sized Enterprises (Exemption from Regulation),—Ordered, That leave be given to bring in a Bill to exempt small and medium-sized enterprises from regulation; and for connected purposes: And that Nick Herbert, Mr Richard Benyon, James Brokenshire, Greg Clark, Mr David Gauke, Mr Greg Hands, Mr Adam Holloway, Mr Nick Hurd and Mr Shailesh Vara do prepare and bring it in.

6    Small and Medium-Sized Enterprises (Exemption from Regulation) Bill,—Nick Herbert accordingly presented a Bill to exempt small and medium-sized enterprises from regulation; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 16th June and to be printed [Bill 140].

7    Merchant Shipping (Pollution) Bill [Lords] (Programme) (No. 2),—Ordered, That the Order of 25th January (Merchant Shipping (Pollution) Bill [Lords] (Programme)) be varied as follows:

    1. Paragraphs 4 and 5 of the Order shall be omitted.

    2. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion two hours after the commencement of proceedings on the motion for this Order.

    3. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion three hours after the commencement of proceedings on the motion for this Order.—(Dr Stephen Ladyman.)

8    Merchant Shipping (Pollution) Bill [Lords],—The House, according to Order, proceeded to consider the Merchant Shipping (Pollution) Bill [Lords], as amended in the Standing Committee.

    A Clause (NC1) (Report on breaches of Annex VI)—(Paul Rowen)—brought up, and read the first time.

    Question proposed, That the Clause be read a second time:—Clause, by leave, withdrawn.

    Amendment (No. 1) proposed to the Bill, in page 1, line 9, at the end, to insert the words—

    '(c) "international agreement" means any agreement adopted by the International Maritime Organisation.'.—(Mr Julian Brazier.)

    Question proposed, That the Amendment be made:—Amendment, by leave, withdrawn.

    The Bill was read the third time, and passed, with an Amendment.

9    European Union Financial Management,—A Motion was made, and the Question being proposed, That this House takes note of European Union Documents No. OJ C 301, the European Court of Auditors 2004 Annual Report; No. 11216/05, European Court of Auditors Special Report; No. 1/2005 concerning the management of the European Anti-Fraud Office; No. 11452/05 and Addenda 1 and 2, Protection of the financial interests of the Communities: fight against fraud, Commission's annual report 2004; No. 12493/05 and Addendum 1, Commission Report: follow-up to 2003 Discharge Decisions-Council recommendations; No. 12494/05 and Addendum 1, Commission Report: follow-up to 2003 Discharge Decisions-European Parliament Resolutions; No. 12712/05, Commission Staff Working Document: follow-up to the 2003 European Court of Auditors Annual Report; and No. 13532/05, Member States' replies to the Court of Auditors 2003 Annual Report; and supports the Government's promotion of measures to improve the level of assurance given on the Community budget—(Mr Ivan Lewis);

    And it being three hours after the commencement of proceedings on the Motion, the Deputy Speaker put the Question, pursuant to Order [6th March]:—It was agreed to.

10    Strategy for the Protection and Conservation of the Marine Environment,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Documents No. 13759/05, and Addendum 1, Draft Council Directive establishing a Framework for Community Action in the field of Marine Environmental Policy (Marine Strategy Directive); and No. 13700/05 and Addendum 1, Commission Communication: Thematic strategy on the protection and conservation of the marine environment; and agrees with the Government's view that there is considerable uncertainty over the benefits, costs and effectiveness of the proposed Directive—(Mr Dave Watts):—It was agreed to.
